The Freedom of Information and Protection of Privacy Act (FOIPPA) enables the public to request and obtain copies of records held by B.C. government ministries or the Office of the Premier, when those records are not routinely available. Within the Ministry of Citizens’ Services, the Information Access Operations (IAO) branch has a lead role in ensuring government meets its legislated responsibilities with regard to the FOIPPA. Staff at IAO carries out the day-to day work of providing timely responses to freedom of information (FOI) requests. This includes helping citizens through the request process, working with ministries to ensure consistency and compliance with FOI requirements, publishing responses to general FOI requests, and providing records management support to ministries, crown corporations and agencies.
The FOI Analyst responds to access and privacy requests, working to find practical and equitable solutions within the parameters of FOIPPA and makes recommendations on the release of information and the protection of privacy for a ministry, a pod of ministries or a caseload of ministry clients. The Senior FOI Analyst represents clients in the appeal mediation process and negotiates the resolution of outstanding reviews with the Office of the Information and Privacy Commissioner (OIPC) for a ministry, a pod of ministries or a caseload of ministry clients. The nature of the work is diverse and complex; it consists of managing a high volume and demanding open caseload, and requires critical thinking, sound analysis, expeditious decision-making, and the balancing of competing priorities.

Job Requirements for the AO 18:
Degree in Information Management, Public Administration or other directly-related discipline and 1 years’ experience performing analytical work or; Diploma in Information Management, Public Administration or other directly-related discipline and 2 years’ experience performing analytical work or; an equivalent combination of education/training and experience. Recent and related experience includes:
Experience interpreting and applying legislation, policies and directives (examples include: policies and laws of the provincial, federal, or municipal governments).
Experience in negotiation, mediation, and/or conflict resolution.
Preference may be given to applicants who have one of more of the following types of experience:
Direct experience in interpreting freedom of information /privacy or similar legislation.
Experience in managing caseloads.
Experience working in a high-volume customer-service environment.
Job Requirements for the AO 21:
Degree in Information Management, Public Administration or other directly-related discipline and 2 years’ experience performing analytical work or; Diploma in Information Management, Public Administration or other directly-related discipline and 3 years’ experience performing analytical work or; an equivalent combination of education/training and experience. Related experience includes:
Experience interpreting and applying legislation and policy.
Experience in negotiation, mediation and conflict resolution.
Experience working on complex, multi-party FOI requests.
