The Liquor Distribution Branch (LDB) is one of the largest distributors and retailers of beverage alcohol in Canada, generating a net income of approximately $1.03 billion on annual sales of approximately $3.16 billion in fiscal 2015/16. The LDB is also confirmed as the sole wholesaler of Cannabis products in British Columbia and will be opening Cannabis retail operations and e-commerce operations beginning in 2018. The LDB has a workforce of over 4,000 full and part-time employees, operates 198 retail stores across the province, oversees the operations of approximately 220 Rural Agency Stores and has the role of wholesaler to approximately 700 private liquor retail outlets and 10,000 licensed establishments.
In February 2018, the LDB was assigned to distribute, wholesale and sell non-medicinal cannabis inclusive of a government owned online channel with a mandate to support government’s key priorities of protecting children and youth, ensuring health and safety standards, and keeping the criminal element out of the supply chain.
The Human Resources program provides the framework and maintains the standards for recruitment, selection, and retention of people with the appropriate skills and knowledge to deliver the Branch programs. This includes labour relations, staffing, training, organization and classification, benefits, succession planning and personal development programs, employment equity, and occupational health and safety. The program is continually changing to meet new initiatives and to respond to client demands.
The Labour Relations Advisor is responsible for conducting workplace investigations, guiding management on handling workplace conflict, employee misconduct and collective agreement interpretation, responding to grievances at step 2 of the grievance process, preparing files for expedited arbitration, recommends action to be taken on disciplinary matters, and drafts disciplinary letters. Options are developed to resolve employee relations issues for costly and/or precedent-setting contentious matters and significant policy proposals.
The Labour Relations Advisor may also represent the Branch with respect to arbitration cases, Labour Relations Board inquiries, Human Rights matters and union-management committees.
Challenges include the clear and accurate interpretation of a number of inter-related, complex contracts including collective agreements, LDB policies and procedures, and legislation, and the effective communication of these interpretations to all levels of management. The Labour Relations Advisor is also required to provide the Director, Employee Relations & Occupational Health & Safety with information relating to contract administration issues and management recommendations for contract amendments during collective bargaining.

Education and Experience:
- Minimum of 2 years, recent, related experience as a Labour Relations practitioner within a unionized environment with demonstrated experience conducting complex workplace investigations, interpreting and applying collective agreements, responding to workplace grievances, policy and legislation, drafting reports, drafting correspondence, public speaking and training.
- Post-secondary diploma or degree in a Human Resources related field required; specific training and education pertaining to workplace investigations is an asset OR candidates with specific training and education pertaining to conducting workplace investigations will be given
- An equivalent combination of education, training and experience may be considered.

- Ability to communicate effectively in writing and verbally including conducting training sessions; ability to work calmly under pressure and meet deadlines.
