Job Summary

Manager Audit and Investigation
Management Band 2

Reporting to the Director – Financial Audit & Assurance, the Manager of Audit and Investigation leads a high functioning team of professionals spearheading forensically-driven project to ensure the appropriate use of government resources across the ministry’s contracted services agencies. You will be responsible for the design & execution of key areas of each investigation including assessing risk across the contracted agencies’ operations, designing investigative plans and conducting sensitive audits/reviews. With a focus on the oversight of professional contracts; conducting audits, internal and desk reviews on contractors; and ensuring contractor compliance to legislation and ministry policies forms part of the role. In addition to the supervisory and staff management responsibilities, the position is responsible for the planning and performance of Financial Quality Control Framework and Contract Assurance Review Framework activities. Furthermore,  providing the needed assistance on review, audit & investigation services and providing advice & consultation on continuous improvement of ministry’s financial policy, processes and procedures.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Professional accounting designation (CPA/CA/CGA/CMA/ACCA).
  • University degree in business administration, public administration, commerce, accounting, or finance.  Other disciplines may be considered.
  • Minimum of 3 years of related experience (e.g. accounting, internal controls, auditing).
  • Minimum 1 year experience in conducting fraud risk assessments and investigations.
  • Minimum 1 year experience in risk assessment, auditing/reviewing financial practices and developing recommendations to senior management.
  • Minimum 2 years of experience leading and developing diverse teams.

Preference may be given to applicants with one or more of the following:

  • Minimum 2 years of supervision in a union environment, including performance management reviews.
  • Applicants with public sector experience.
  • Experience managing multi-faceted projects.
