The Procurement Transformation Branch is a part of the Procurement & Supply division within the Ministry of Citizens’ Services. As champions for the improvement of BC’s procurement system the Procurement Transformation Branch has recently led the development of the BC Procurement Strategy which sets out strategic goals to modernize the way government does business with the private sector. This strategy will guide government’s actions to address systemic challenges and align procurement principles and processes with today’s economy.
The Procurement Concierge Program helps public sector buyers and vendors make meaningful connections. By matching government buyers with vendors’ innovative solutions, the Program makes it easier for businesses of all sizes to do business with government, helps improve government operations, and supports the realization of best value and increased benefits to British Columbians. As one of the key actions under the BC Procurement Strategy the Procurement Concierge Program is a critical part of the success of the BC Government’s Procurement Transformation initiative.
Responsible for leading the implementation of the Procurement Concierge program the Director, Marketplace Access is a change leader responsible for creating a culture of innovation.
The Director is accountable for conceptualizing, developing and leading the successful implementation of this new program designed to significantly enhance procurement outcomes by improving access to opportunities for vendors of all sizes, to do business with the government.
To support successful implementation the Director will foster and maintain relationships across BC government ministries and the vendor marketplace to facilitate meaningful connections between public-sector business problems and innovative vendor solutions.

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
- Degree in business administration, public administration, or a related field. An equivalent combination of education and experience may be considered.
- Minimum three years’ experience at a senior level, leading major projects of large scale and complexity that have multiple project delivery components and including the following experience:
- managing relationships with senior level stakeholders.
- directing the work for other project managers, professional employees, and/or consultants.
- leading organizational change associated with implementations.
- Experience in public speaking and/or facilitating workshops related to complex business problems.
- Experience in business planning and budget management.
- Experience with supervision in a union environment.
- Experience in marketing, advertising and/or sales and communications.
Preference may be given to applicants with the following:
- Project Management Certification (PMP or Masters Certificate Program).
- Experience with the procurement lifecycle.
