The Major Projects, Infrastructure and Properties Department is responsible for facilitating the installation of transportation infrastructure throughout British Columbia. It has the responsibility for integrated multi-modal transportation planning, providing the financing for the design and construction of major transportation projects, and developing partnerships with local governments and with the private sector for the provision of transportation infrastructure.
The Properties and Land Management Branch (the Branch) is responsible for over 5,000 land and water parcels held by the BC Transportation Financing Authority (BCTFA), which is a Provincial Crown corporation. The Branch holds and manages lands acquired primarily for transportation purposes. One of the Branch’s mandates is to generate revenue for the Province by leasing or disposing of lands deemed surplus to Ministry needs which, in turn, can help fund additional infrastructure projects across the Province.
The Branch’s land portfolio more specifically is comprised of 43 BC Ferries terminals, Belleville International Ferry Terminal, port leases, SkyTrain corridors, 7 abandoned railways and properties held, or no longer required, for Transportation Project purposes. The branch generates $25 million annually through property sales and an additional $3 million in tenure revenues. Of significant importance is the branch’s role in promoting investment by the private sector and other levels of government in transportation infrastructure. The branch identifies and participates in the establishment of complex partnership and contribution agreements to facilitate infrastructure development, and delivers on multi-year land development and marketing projects resulting from those agreements. The branch also plays a key role in the planning and engineering of transportation projects to ensure optimum land use and value.
The Manager, Property Development & Marketing is responsible for planning, developing, managing, and marketing of a very large and diverse portfolio of surplus land. Property assets include BC Transportation Financing authority (BCTFA) titled properties, the Metro Vancouver SkyTrain lines and West Coast Express stations, abandoned rail lines, Belleville Terminal, and BC Ferries Terminals.

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
- Bachelor’s Degree in a related discipline (i.e., public/business administration, commerce, economics, resource development, law or equivalent combination of education and experience, AND a minimum of six (6) years of related experience.
- An equivalent combination of education and experience may be considered.
Related experience must include the following:
- Experience in tenure management.
- Experience developing strategic partnerships and working directly with a range of partners (local governments, First Nations, private sector).
- Demonstrated experience managing diverse and complex, multi-faceted projects simultaneously.
Preference may be given to applicants with the following:
- Experience in real estate development and marketing
