The Transportation Policy and Programs Department is seeking a motivated and knowledgeable leader to fill the role of Registrar and Executive Director for a period of one year. This is an exciting career opportunity in the lower mainland working from the ministry’s Coquitlam office and leading an award winning team of professionals.  Flexible work arrangements may be considered to fill this temporary opportunity.

Reporting to the Assistant Deputy Minister of Transportation Policy and Programs, you will be accountable for the development, oversight and management of a major transformation of the Passenger Transportation Branch [PTB] as government prepares to modernize the taxi industry and introduce ride hailing services to British Columbia by the fall of 2019.  You possess strong leadership skills and have a proven track record for establishing positive working and stakeholder relationships, project management expertise and operational leadership.

Over the course of the year, as the Registrar and Executive Director, you will be responsible for leading the implementation of new strategic policy initiatives, operations, legislation and regulations affecting the taxi and ride hailing industry, including leading a significant systems development project.  You will also guide the planning, delivery and evaluation of all passenger transportation programs and services, including the ongoing collaboration and integration with the Commercial Vehicle Safety and Enforcement Branch.

The PTB is responsible for the administration of all passenger transportation licences as well as the monitoring compliance with the Passenger Transportation Act. In the role of PT Registrar, you will have the statutory authority to approve general authorization licences and may impose administrative sanctions and penalties on licence holders. The PT Registrar and Executive Director also provides strategic advice to Ministry Executive and senior management regarding the development and implementation of key priority business initiatives affecting the passenger transportation industry.

JOB REQUIREMENTS:

To be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

A post-secondary degree in a related field with a minimum of five years in progressive senior leadership roles that include the following experience:

  • leading business transformation projects and championing innovation and progressive change;
  • developing senior level decision and information documentation [such as cabinet and treasury board submissions], issue papers and business cases and influencing and guiding senior leadership to implement business transformation initiatives;
  • forging and maintaining strong relationships with external stakeholders involving sensitive/controversial issues and mediating solutions, preferably in a regulated industry;
  • participating in or leading legislative and policy reform;
  • leading, supporting and developing excluded and included direct and indirect reports;
  • establishing and reconciling program and project objectives, priorities and budgets;
  • public safety sector or enforcement experience would be considered an asset;
  • an advanced degree in a related field, preferred;
  • an equivalent combination of education, training, and experience may be considered.
