Major Responsibilities:

Reporting to Manager Plan Review, examines architectural, structural, mechanical and electrical plans and specifications for projects submitted by applicants for building and demolition permits for compliance with Ontario Building Code requirements, other By-Laws and standards, structural adequacy and to carry out duties, in accordance with the Professional Engineers Ontario Code of Ethics and the Professional Engineers Act:

  • Receives and registers plans, documents, and specifications, and reviews same for completeness as to specifications, soil reports and approvals from TTC, Works & Emergency Services Division, Provincial Ministry of Health and other agencies
  • Interprets requirements of the Ontario Building Code in regard to the types of fire alarms, detection and suppression systems, as required
  • Interprets the requirements of the Ontario Building Code in the area of expertise using good engineering practice and judgements. Provides technical assistance on code interpretations, degree of compliance indicated by documents and provide solutions to problems
  • Examines architectural, structural, electrical and mechanical drawings to determine compliance with Ontario Building Code requirements, and evaluates alternative proposals, including consultant’s reports
  • Manages large projects and priority assignments to ensure effective delivery of services
  • Provides supervision to project staff, as required
  • Conducts regular meetings with owners, agents, architects, engineers, contractors and the public to provide technical advice on code interpretation and applicability to building plans, resolves conflicts and provides solutions to ensure compliance
  • Liaises with Fire Services Division, Plan Examiners and Building Inspectors to interpret requirements of the Ontario Building Code and decide on the degree of compliance indicated by plans and specifications, and provides guidance, and expertise
  • Evaluates reports on alternative solutions to present building regulations submitted by architects, engineers or fire protection consultants in order to determine whether the proposal provides the level of performance required by the Ontario Building Code, based on merit and engineering principles.
  • Responds verbally and/or in writing to telephone and written inquiries from Architects, Engineers and the public regarding building requirements of the Ontario Building Code
  • Conducts emergency site inspections with Building, Heating, Plumbing and Fire Department Inspectors to evaluate, investigate and resolve problems of complex technical nature. Investigates structural failures with recommendations for remedial measures
  • Advises City lawyers in preparation of cases by providing technical expertise on construction practices relative to the Ontario Building Code and permit related matters and represents the City in court and at Building Code Commission hearings as an expert witness
  • Prepares written reports as necessary
  • Determines permit fees and other levies/charges as required
  • Participates on interview panels and provides input on performance reviews of plan examiners
  • Develops and implements detailed plans and recommends policies regarding program specific requirements
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Manages large projects and priority assignments to ensure effective delivery of services
  • Prepares reports, evaluations and makes recommendations/decisions on unusual site conditions affecting building structure and design
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government
  • Provides advice to senior Divisional management

Key Qualifications:

  1. Must be a qualified engineer as defined by the Professional Engineers of Ontario.
  2. Extensive experience as a Building Engineer/Plans Examiner or related design or construction experience in the engineering environment and experience applying the Ontario Building Code.
  3. Extensive Experience applying Ontario Building Code requirements pertains to one or more of the following disciplines: structural, mechanical, plumbing, fire code or architectural.
  4. Holds or in the process of obtaining all courses necessary in the following categories per the Ontario Ministry of Municipal Affairs: General Legal, House, Small Buildings, Large Buildings, Complex Buildings, and Buildings Structural.
  5. Possession of a valid Ontario Class “G” Driver’s Licence and access to a properly insured vehicle.
  6. Ability to use Microsoft Office Suite (i.e. Microsoft Word, PowerPoint, Excel), Outlook, other software packages.
  7. Excellent verbal and written communication skills.
  8. Excellent interpersonal skills with the ability to interact and communicate effectively at all levels of the organization and within a team environment.
  9. Knowledge and understanding of all aspects of building construction, building sciences and related legislation.
  10. Knowledge and ability to apply the Ontario Occupational Health and Safety Act and Regulations relevant to building construction.

Certificate of Certified Building Code Official from the Ontario Building Officials Association is an asset.
