Job Description

Job Summary:

This is an exceptional opportunity to join the City of Toronto leadership team as Director of its new Civic Innovation Office, with a mandate to help solve municipal challenges by creating a bridge between City divisions and Toronto’s growing innovation and technology communities.

The Civic Innovation Office will be housed within the City Manager’s Office and apply technology, data analysis and design thinking to develop and test solutions to major challenges faced by City residents. The Office is funded through Bloomberg Philanthropies, which recently selected Toronto as the first Canadian city to join its global network of Innovation Teams, which are collectively addressing pressing urban challenges to help improve the quality of life for local residents.

This is a 2-year opportunity with the potential for an additional 1-year extension.

The Role:

As Director, you will lead the Civic Innovation Office and its three-member team, working closely with the Mayor’s Office, the City Manager’s Office and City leadership, as well as outside stakeholders and the wider Toronto-Waterloo innovation ecosystem. You will help develop and execute the Civic Innovation Office program, working at a fast pace to generate and test innovative solutions that can be procured and integrated by City divisions. In particular, you will be expected to champion the Office’s vision inside and outside of City Hall; contribute to training, capacity building and culture shift across the municipal government; and look outside Toronto to learn how others have wrestled with similar challenges.

About You:

You have a passion for design-based innovation, behavioural economics, agile development, lean start-up, and innovative methodology. You can establish targets and deliver measurable results on time and within budget. You are comfortable managing a high-performing team; working with senior leadership; and focused on delivering significant results and impact on aggressive timelines.

You are restless with the status quo and will be a champion for new approaches and innovative solutions. You have exceptional communication skills and an aptitude for moving people outside their comfort zones to embrace new approaches, mindsets, and solutions to a wide spectrum of City issues.

Above all, you must believe in local government’s ability to affect positive change and you care deeply about Toronto and its residents.

RESPONSIBILITIES

Your primary responsibilities as Director of the Civic Innovation Office will be varied, but you’ll be expected to:

  • Lead the City’s newly created Civic Innovation Office, and develop its mandate and programmatic offerings in partnership with City leadership;
  • Tackle hard-to-solve public challenges in collaboration with City divisions and external innovators;
  • Promote and embed a design-based innovation approach to problem-solving within City government;
  • Work productively with City divisions and external stakeholders to develop creative, ambitious solutions to civic challenges and ensure there are clear and appropriate implementation plans for delivery of all major initiatives;
  • Effectively manage the skill sets of the Civic Innovation Office and its partners, to maximize creativity and impact;
  • Challenge the status quo and encourage creative ways to overcome roadblocks;
  • Lead training and skill development within City Hall to familiarize public sector employees with agile development, and familiarize outside partners with government process and procurement;
  • Actively collaborate with the Bloomberg Philanthropies Program and other Innovation Team grantee cities.

KEY QUALIFICATIONS

Your application for the role of Director, Civic Innovation Office should describe your qualifications as they relate to:

  1. Leadership experience in delivering real solutions to complex issues;
  2. Experience or familiarity with design-based innovation, behavioural economics, agile development, lean start-up, or other innovation methods and tools;
  3. Proven ability to establish targets and deliver measurable results on time and within budget;
  4. Experience leading large-scale transformations that involve multiple stakeholders and constituencies;
  5. A track record of working with senior government or private sector leaders;
  6. Strong knowledge of Toronto region innovation and technology stakeholders and excellent relationship management skills;
  7. A strong understanding of data analytics and how it can be applied to problem-solving;
  8. Experience managing a high-performing team and driving standards of excellence within an organization;
  9. Ability to leverage networks and mobilize stakeholder groups to identify innovative solutions to civic challenges;
  10. Considerable experience in the development of strategies, objectives, business practices and programs;
  11. Project management experience in complex, multidimensional change initiatives;
  12. Experience communicating with, and inspiring individuals, teams and groups to think ambitiously and creatively.
