The Policy, Planning, Finance and Administration Division plays a vital role in the City’s ability to deliver services to Toronto residents and businesses, by providing centralized financial and administrative support – financial planning, purchasing, accounts payable, revenue services, complement management, public consultation, and more – to the Deputy City Manager and Infrastructure and Development Services.
As Director of Transit Expansion Capital Implementation, you’ll contribute significantly to the Division’s work by providing strategic leadership, coordination and oversight to the City’s implementation of transit expansion projects with key partners such as Metrolinx, Infrastructure Ontario, and the Toronto Transit Commission, with accountability for project deliverables, project plans, delivery impacts, and quality assurance standards. An effective decision-maker with a track record of accountability, innovation and results-oriented leadership, you’ll provide senior leadership to multidisciplinary teams responsible for the coordination and implementation of projects within the Transit Expansion Program, e.g. GO Expansion, Light Rail Transit, Subway, and other transit infrastructure expansion initiatives.
Reporting to the Executive Director, Transit Expansion Office (TEO), and functioning as a key member of the TEO Senior Management Team, you’ll direct and lead the City of Toronto’s involvement through all stages of our projects, with an emphasis on the Planning and Implementation stages of various transit programs. This will include the identification and resolution of capital planning and coordination risks and issues with other City divisions and organizations such as the Province of Ontario and its agencies, private sector utility companies, developers and other government agencies.
As you direct, manage and motivate a diverse workforce, your focus will be on ensuring effective teamwork, high standards of work quality and organizational performance, and promoting continuous learning and innovation. Managing client and stakeholder expectations and relationships will be a key aspect of your role as Director, along with providing technical expertise to other sections to support them in complex negotiations with developers, other transit professionals and the public. Ultimately, we’ll also rely on you to facilitate opportunities to drive the Division’s mandate and Council priorities forward.
With a post-secondary education in a discipline pertinent to the job function (e.g. Architecture, Engineering, Technology, Project Management) combined with relevant senior-level management experience, or an equivalent background, you have a solid foundation for success. In particular, you’ll have extensive experience as a transformational leader of complex projects and/or strategic and operational reviews within a major public or private sector organization, including leading process improvement and re-engineering in a variety of business functions, and implementing sound business strategies and systems. Having also worked extensively at a senior level in managing large, complex, multi-stakeholder operations within such organizations, you know how to manage the diverse needs of client divisions, agencies and stakeholders.
Both a strategic and a lateral thinker, with excellent planning, analytical and problem-solving skills, you have the capacity to effectively plan, develop, implement and undertake special projects. A proven communicator and negotiator, you’re known for your ability to establish effective collaborative working relationships with all stakeholders, employees, client divisions, outside agencies and/or politicians and other levels of government, as well as internally within a large, diverse, multidisciplinary environment.
Your knowledge of relevant government legislation in the area of municipal governance, budgeting, financial reporting, service delivery, employee and labour relations, and occupational health and safety will also be evident as you carry out your managerial responsibilities. Equally important, you’re committed to the organizational values of diversity and inclusion, and well prepared to cultivate an innovative workforce of high-performing professionals in a positive service delivery culture.
Salary Range: $149,331.00 – $175,466.20 per year
