Position Summary

On behalf of the FNIGC Board of Directors, the Executive Director provides leadership by assisting the Board in setting strategic direction and shaping policy and is accountable for the First Nation Information Governance Centre’s overall management and performance.  The Executive Director is responsible for all financial, operational, administrative and legal aspects of the daily organizational management of the Centre, which includes but is not limited to sound management of all fiscal resources, governance, government relations, national survey programs, public relations and marketing, supervision of staff, and business operations and work collaboratively with community groups.

The Executive Director assists the Board of Directors to build and develop the national survey research info-structure and future path of research and data governance by First Nations, for First Nations to support the regional organizations with community leaders to implement the Board’s Strategic Plan by providing leadership and support in cultivating trust, open communications and collaboration and the on-going promotion and advancement of the First Nations principles of OCAP®.

Duties & Responsibilities

A. Lead the organization to implement the Organization’s vision for the future and translate that vision into actions.

  1. Ensures follow-through on the strategic plan to advance the organization’s mission and objectives, and promotes revenue, profitability, and growth as an organization.
  2. Works with the Board and staff to develop a strategic plan, create short- and long-term goals, and ensure the Centre’s priorities and annual work plan are achieved.
  3.  Approves company operational procedures, policies and standards.
  4. Balances the Centre’s passion for the mission with its need to effectively operate as a business.

B. Strengthen and continuously improve the Centre’s organizational capacities — its personnel, systems and business processes – as it continues to deliver quality programs to partners and collaborators.

1.  Motivates staff and oversees Centre operations in a way that realizes the mission, ensures excellence and encourages innovation.

2.  Develops a high performing leadership team that works well together and is empowered to make departmental decisions.

3.  Cultivates a culture of organizational openness and fairness, and improve internal communications and team performance.

4.  Plans, develops and implements strategies to support and collaborate with regional staff in program development and resource allocation.

5.  Attracts and retains a diverse team of talented, competent professional and administrative staff.

6.  Assures that high professional standards are maintained throughout the Centre.

C. Ensure the financial and operational integrity of the organization.

  1. Works to establish long-term financial sustainability by building on current and developing new revenue models, and strategically leading other development methods. Reviews activity reports and financial statements to determine progress and status in attaining objectives and revises objectives and plans in accordance with current conditions.
  2. Clarifies organizational structure and roles: implement human resource policies and procedures that are fair, equitable and consistent; recruit needed personnel; and retain a high quality staff.
  3. Ensures timely, accurate and complete reporting of financial and operational information and assures compliance with all legal and regulatory requirements.  Strengthen role of data to monitor, evaluate and continuously improve Centre operations, to evaluate how well goals are met, and to report on goals met and other results to grantors and other funding agencies, stakeholders.
  4. Invests in the future by using innovation and smart business practices to advance the mission and achieve goals.

D. Work effectively and in partnership with the Board of Directors to strengthen the First Nation Information Governance Centre’s position for the future.

  1. Enables the Board to make informed decisions that best promote the Centre and its mission by keeping them informed about internal and operating performance as well as the external and environmental factors that will have impact on national survey opportunities and overall performance.
  2. Helps to build and develop a strong governance focused Board, and, as part of the strategic planning process, explores opportunities for board development on governance issues.
  3. Evaluates performance of teams for compliance with established policies and objectives of the organization and contributions in attaining objectives.

E. Cultivate existing and develop new partnerships and collaborations with government agencies, Delegates, and Member Organizations and stakeholders for ongoing survey, data and information governance initiatives and program development.

  1. Works actively to forge and build a diverse range of true partnerships and collaborations with key stakeholder groups that are vital to the enhancement of the mission, vision and goals of the Centre.
  2.  Engages in building an effective collaboration with regional organizations and First Nations communities.

F. Create visibility about the First Nation Information Governance Centre’s important role as a credible voice in First Nations’ data collection and information governance and OCAP® objectives  and market the Centre’s and its services.

  1. Represents the Centre at the local, regional and national level in order to promote the organization’s innovative approaches and excellent programs.
  2.  Speaks eloquently, persuasively and credibly about the Centre and its mission in many settings.
  3.  Represents the organization at meetings, and at formal functions.
  4.  Engages effectively for support of the Centre and the populations it serves with elected and appointed officials.

  11. A clear understanding of the issues facing the not-for-profit sector.
  12. Highly developed presentation, communications, and negotiation (verbal and written) skills.
  13. Experience building strengthening and working with a not-for-profit Board of Directors.
  14. Proficient computer skills including Microsoft Office Suite including Word, Excel, PowerPoint and Internet.
  15. Understanding of First Nations data and information governance, OCAP® and information issues and the political environment surrounding those issues and other issues impacting First Nations.

Experience & Education

  1. Experience in strategic planning and execution. Knowledge of contracting, negotiating, and change management. Skill in examining and re-engineering operations and procedures. Experience in formulating policy, and developing and implementing new strategies and procedures. Ability to develop financial plans and manage resources. Ability to analyze and interpret financial data. Knowledge of public relations principles and practices. Knowledge of communication and public relation techniques. Ability to develop and deliver presentations. Ability to identify and secure funding/revenue sources.
  2. Work requires professional written and verbal communication and interpersonal skills. Ability to communicate and interact with officials at all levels of government and to work effectively with a wide range of constituencies in a diverse community. Ability to motivate teams and simultaneously manage several projects.
  3. This is normally acquired through a combination of the completion of a Master’s Degree in Business Administration or Public Health Administration or related field, or at least ten (10) plus years of experience in a leadership role with a not-for-profit organization.
  4. Knowledge of First Nations with experience working with a First Nations organization at the national, regional or local community levels.
  5. Knowledge and understanding of the First Nations principles of OCAP®.

Work Environment

Working conditions are normal for an office environment. Work may require frequent weekend and evening work. Working under pressure and time sensitive deadlines.  Travel to conferences and meetings as required within Canada.


Preference may be given to a First Nations’ candidate; or to a candidate who has a “First Nations lived experience”.

This position requires responsibility linked to leading and supporting organizational needs.  Work involves tasks performed following specific and detailed directives.

Full-time (37.5 hours per week)

As per the FNIGC salary grid.


As per the FNIGC benefits agreement.

Direct Reports
Manage the performance of team members as required and directed by the Executive of the Board of Directors.

This position reports directly to the Board of Directors through its designate as assigned by the Executive Committee.

Working Conditions
Office space is located at FNIGC’s Ottawa and Akwesasne office and some travel may be required.
