The Highways Department, through its Headquarters, 3 regional branches and engineering services department, is responsible for delivering highway maintenance, rehabilitation, infrastructure improvements and commercial vehicle safety enforcement. The Finance and Administrative Services team provides financial support to the Highways Department and its ~1,100 employees. The Finance team supports the department by: providing strategic financial advice to program managers and executives, building budgets and forecasting spending in collaboration with regional finance units in addition to its records management services.

The Financial Analyst serves the Highways Department Headquarters and provides budget development and expenditure monitoring and forecasting services to multiple, distinct and diverse program areas. This position develops and maintains financial controls and procedures and performs complex analysis of broad program issues and makes recommendations that consider the diverse demands of all client groups. The successful candidate will work on a diverse set of projects, and will liaise with employees in other teams including management staff in order to carry out their responsibilities.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Degree in: business administration, commerce, public administration, accounting or financial management and a minimum of 1 year of relevant experience in financial administration, OR
  • Completion of a professional accounting designation (CPA, CA, CGA, or CMA) and a minimum of 1 year of relevant experience in financial administration, OR
  • Enrolled or fully eligible for enrollment in the CPA Professional Education Program and a minimum of 1 year of relevant experience in financial administration, OR
  • Diploma or a minimum of a completion of the first two years of a degree in: business administration, commerce, public administration, accounting or financial management and a minimum of 3 years of relevant experience in financial administration; OR
  • Minimum of Level 2 of the BC Public Service Financial Management Certificate Program and a minimum of 3 years of relevant experience in financial administration.
  • Experience in conducting financial forecasts and analysis and in supporting budget evaluation processes for multiple business areas. Preference may be given to applicants with 1 year of financial forecasting experience
  • Experience analyzing financial and accounting statements and recommending reallocations.
  • Experience developing financial statements and reports. Preference may be given to applicants with 1 year of experience preparing financial reports.
