The Ministry of Children and Family Development provides services that support healthy, safe environments where children and youth are connected to their family and community. The ministry delivers the majority of its services locally through contracted agencies as well as through centrally administered provincial programs.

The operations arm of the Procurement and Contract Management Branch consists of six teams supporting the ministry’s 13 service delivery areas and the provincial office by providing procurement and contract management services for over 3,000 contracts spanning six business lines (Early Years, Children and Youth with Special Needs, Child and Youth Mental Health, Child Safety, Family Support and Children in Care, Adoption and Youth Justice).

The Procurement Finance Officer provides expertise and recommendations regarding procurement, contract management, and financial and administrative matters, and supports the delivery of services to children, youth and families, budget management, and accountability responsibilities.

This position supports evidence based funding through value for money analysis of contracted services and related internal operations.  The Procurement Finance Officer provides guidance, assistance and support to programs and staff involved in procurement and contracting; and monitors, analyzes and evaluates contracts and services, internal practices, systems, and procedures.  Responsibilities also include conducting analytical, research and development work related to the provision of contracted services.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

Education & Experience:

  • Professional accounting designation (CPA, CPA-CA, CPA-CGA or CPA-CMA) combined with a post-secondary degree in business administration, economics, commerce or a relevant field. An equivalent combination of education, training and experience may be considered.
  • At least 3 years of related experience in contract and/or financial management.

Preference may be given to candidates with the following:

  • Experience in generally accepted accounting principles (GAAP).
  • Experience in financial or value for money audit/review.
  • Supervisory experience.
  • Preference may be given to applicants who have Indigenous heritage (First Nations, Metis or Inuit) with the required combination of education and experience.
