Position: Housing Administrator
Reports to: Band Manager
Term: Full time (28 hrs per week)
Start date: As soon as a suitable candidate is found
End date: Permanent
Hours of work: Monday-Thursday 8:00am-4:00pm (some evenings and weekends)
Remuneration: Negotiable upon experience, compressed timelines & availability of funding

Position summary:

Reporting to the Manager of Public Works & Housing (PW&H), the Housing Administrator is responsible for the development, administration, management and delivery of all social and band housing programs, services and properties within the community of the Bonaparte Indian Band. Housing is recognized as a critical need and the work of the Housing Administrator directly impacts on the health of the community as a whole and on community development initiatives.

The Administrator must comply with all governing policies of the organization, through the development and implementation of housing projects, programs and services that are balanced, barrier free and inclusive to all.

Key Responsibilities:

Develop a framework to manage and administer all social and band housing programs, services and properties and collect rents in order to ensure that tenants are paying appropriate rent
Manage and administer all financial responsibilities and obligations in order to ensure that the BIB programs are operating within established financial legislation, terms and conditions
Manage the ongoing maintenance of social and band housing units in order to ensure that all housing is safe and maintained within established codes and standards
Provide support and advice to the housing Committee (when developed) in order to ensure Members are aware of operations and able to make informed decisions
Develop community based housing programs
Receive and process applications for housing in order to ensure that applicants are provided with required information and that applications are given due consideration
Maintain effective relations with all tenants in order to ensure they are aware of their rights and responsibilities

Required Skills:

Property management including maintenance management
An understanding of relevant legislation, policies and procedures
A basic understanding of social and band housing programs.
Cross cultural sensitivity and awareness and either have, or quickly develop, an awareness of the community and local families as well as a local, regional and territorial awareness
Familiar with applicable legislation including the Residential Tenancy Act.
Team leadership and management skills
Financial management skills
Contract management skills
Strategic planning skills
Analytical and problem-solving skills
Effective written communications skills including the ability to prepare reports,
Effective public relations and public speaking skills
Research and program development skills
Possess or quickly develop good negotiations and conflict resolution skills
