This is a unique career opportunity for an Indigenous person who has the subject matter expertise, skill, confidence and commitment to lead the City of Toronto in creating and implementing strategies promoting reconciliation with local First Nations, Métis and Inuit communities.
Reporting to the City Manager, you will lead a team of professional consultants in strengthening the City’s relationship with the Indigenous communities, and establish and manage a centralized Indigenous Affairs Office that supports the Toronto Public Service in fulfilling Calls to Action, the City’s commitment to Reconciliation with Indigenous peoples and improving City staff’s ability to better serve Indigenous communities. As Indigenous Affairs Manager, you will contribute an Indigenous lens to initiatives, as you provide strategic advice and executive-level support to the City Manager and other senior management levels.
Your primary responsibilities as Manager, Indigenous Affairs Office, will be varied, but you’ll be expected to:
Develop and implement detailed plans and recommend policies regarding program-specific requirements
Manage and motivate a multi-disciplinary team, ensuring effective teamwork, high standards of work quality and organizational performance, supporting continuous learning and encouraging innovation in others
Supervise the day-to-day operation of all assigned staff, including the scheduling, assigning and reviewing of work
Develop, recommend and administer the Unit’s annual operating budget and ensure expenditures are controlled and maintained within approved budget limitations
Develop, implement and monitor a divisional work-plan, and annually reporting on accomplishments
Develop and implement a reconciliation framework/strategy for the City focused on First Nations, Métis and Inuit communities in Ontario
Support City divisions in the development and implementation of reconciliation initiatives and in their work with Indigenous peoples (e.g. providing subject matter expertise)
Ensure corporate strategic and service planning processes effectively address Indigenous issues, such as promoting Indigenous civic participation and inclusion in the City’s decision-making processes
Ensure that the City’s work with Indigenous communities is in accordance with the City’s Statement of Commitment to the Aboriginal Communities of Toronto and respect Indigenous protocol and worldview
Assist in the development of Indigenous cultural competency training and related education for the Toronto Public Service
Maintain a continuous awareness of best practices in order to conduct strategic planning and direct the refinement of policies/procedures related to Indigenous programs and services
Manage and guide the Indigenous Affairs Inter-Divisional Staff Community of Practice Team Management
Maintain good relationships with the City’s partner First Nations leaders as well as with Toronto’s urban Indigenous organisations
Ensure compliance with all legislative and corporate policies
Be responsible for project management & relationship development related to the Office’s mandate
Liaise with colleagues in the Equity, Diversity & Human Rights Division to generate synergies and implement joint initiatives that advance Indigenous, equity and inclusion goals, and develop methodologies for measuring outcomes
Identify and pursue partnerships with divisions, external partners, other orders of government and jurisdictions as well as identify sources of funding to advance the mandate of the Indigenous Affairs Office
Support and represent the Division on Cluster, inter-divisional and/or City-wide initiatives, including Indigenous cultural events, as well as collaborating with the Human Resources Division on Aboriginal Employment initiatives
Support the Aboriginal Affairs Advisory Committee
Manage the Indigenous Affairs Office, and provide Indigenous strategic issues management, by anticipating issues and assisting in the formulation of appropriate responses
Monitor, and report on, the City’s progress in responding to the Truth and Reconciliation Priority Calls to Action
Direct and oversee the development of reports or briefing notes to support senior management, Council and its committees, ensuring accuracy and that policy recommendations contained therein are evidence-based, defensible and feasible
Your application for the role of Manager, Indigenous Affairs Office, must describe your qualifications as they relate to:
Extensive experience managing, developing strategies and successfully implementing policies and programs that support Indigenous peoples.
Experience building partnerships and working with Indigenous communities to improve access to services and employment in a complex political environment.
Considerable experience leading social policy analysis, including implementing social justice programs and/or organizational change and program evaluation.
Considerable project management experience, including developing, coordinating and managing both short- and long-term projects and initiatives.
Considerable experience managing staff to support the ongoing coaching, development and engagement of a cooperative and high-performing team.
Lived experience as an Indigenous person and a commitment to support reconciliation with Indigenous peoples.
A university degree in a relevant professional discipline, or the equivalent combination of education and/or related experience that may include knowledge gained from training with Indigenous knowledge keepers and Elders.
In-depth knowledge of the history and present-day context of the First Nations, Métis and Inuit communities in Toronto.
Advanced knowledge of municipal governance structures, services and programs, and municipal relationships with other levels of government and community.
Excellent strategic thinking skills in addition to research, analytical, negotiation and conflict resolution skills.
Highly developed sense of discretion, judgement, and political acumen to deal with sensitive and confidential issues, including an understanding of public relations.
Superior written and oral communication and interpersonal skills, coupled with the ability to communicate with a broad range of stakeholders, including community leaders, senior City staff, other levels of government, and all levels of the organization.
Ability to manage advisory and consultation processes involving elected officials, staff, external partners and community members, including the ability to maintain effective working relationships.
Ability to foster an organizational culture that emphasizes high professional, ethical standards as well as equity and human rights principles to support public service excellence.
Ability to understand evaluation frameworks, program/service inter-relationships and future outcomes of intended policy action.
Knowledge of collective agreements, City guidelines, policies and applicable statutes, municipal by-laws, and relevant legislation, including Employment Standards Act, Ontario Human Rights Code, Occupational Health & Safety Act, and Accessibility for Ontarians with Disabilities Act.
Salary Range: $108,253.60 – $127,181.60 per year
