Job Description

Reporting to the Director, Portfolio Management in the I&T Division, you will provide a strategic leadership for the IT Portfolio Investments, eCity Strategy & Programs, IT Governance and Project Gating & Quality Assurance.

While leading a team, you will also oversee an integrated portfolio management framework for assessing, managing and determining a balanced combination of information and technology projects.

Your primary responsibilities as Manager, Strategy and Portfolio Manager in Information & Technology Division will be varied, but you’ll be expected to:

Major Responsibilities:

  • Develop and implement detailed plans and recommend policies regarding program specific requirements.
  • Manage, motivate and train the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourage innovation in others.
  • Supervise the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorize and control vacation and overtime requests. Monitor and evaluate staff performance, approve salary increments and recommend disciplinary action when necessary.
  • Develop, recommend and administer the annual budget for the unit, and ensure that the unit’s expenditures are controlled and maintained within approved budget limitations.
  • Provide senior management leadership, planning and oversight over a large portfolio of IT projects to transform, run and grow the business. Expedite the implementation of IT priorities and ensure that project plans are monitored and in place, properly sequenced to achieve goals and manage dependencies, resources, time and budgets, and that project directions remain consistent with the business and enterprise IT strategies and objectives.
  • Lead and manage the IT portfolio investments, delivery and communication strategies to ensure business benefits and strategic actions are realized through the IT project investments through various stages and gates of the project, at all levels of the organization.
  • Lead and manage the eCity Strategy Lifecycle and the related Program Planning/evolution with key stakeholders including Division Heads / General Managers, Project Directors, and I&T Management Teams.
  • Provide executive level expertise and advice to the senior executives across the organization, the DCMs, Division Heads, the CIO and the IT Senior Management Team (SMT) on a broad range of project issues, decision points and emerging/contentious issues.
  • Oversee the development and maintenance of the IT Portfolio Plan and supports IT Governance decision-making and reporting requirements.
  • Manage discussions and negotiates support to gain approval of key priorities, initiatives and proposals by senior executives and business stakeholders and is accountable for creating and promoting a multi-disciplinary team environment and client centric culture which encourages working cooperatively and collaboratively as a team and across divisions and stakeholders to achieve common organizational objectives and goals.
  • Provide direction on the development and management of a multi-phased and multi-year integrated implementation plan for the portfolio of enhancement of innovative business processes, systems and structures to improve service delivery and customer/client service in order to meet the growing demands of the City of Toronto stakeholders.
  • Lead the development and evaluation of procurement activities (requests for proposals, quotations and information) for acquisition of tools and professional services in coordination with contract management, purchasing and legal staff. Negotiate and manage contracts with vendors to ensure contractual obligations are met.
  • Lead the development and management of the IT Project Cost Benefits Management Framework to ensure that portfolio activities contribute to the investment value of the organization and that IT projects deliver cost benefits from the investment. The Framework is to include the production of a periodic portfolio-level benefits realization plan, achievements and benefits map to identify contribution to strategies and the overall value of the IT Portfolio Investments.
  • Provide executive level expertise in achieving business benefits and strategic actions through IT investments and provides advice to the senior executives on identifying and measuring quantifiable financial and non-financial business benefits from IT projects and programs.
  • Manage and oversee the development of periodic portfolio performance dashboards with flexible zoom-in for executive level decision-making and issue resolution by IT Governance. Performance reports include program and project progress, benefits plan and realization, risks, issues, resource utilization and constraints, and analysis of trends and impacts on the portfolio delivery plan.
  • Account for the development and management of an IT Resource Management framework to effectively manage and plan IT resource capacity and demand for the IT Portfolio, and to optimize resource allocation and skill utilization across projects and programs to improve the IT Portfolio Integrated Plan delivery and achieve the strategic goals.
  • Collaborate closely with Corporate Financial Planning and IT Finance and Administration to review and evaluate IT Capital Project requests based on continued validity of need, technology innovation, resource capacity and strategic objectives as approved by IT Governance for inclusion in the IT Portfolio Integrated Plan and the Capital Budget submissions.
  • Prepare briefing notes and reports to Council on related portfolio and investment issues, attending Committee meetings to answer questions or provide clarification as required by Members of Council.
  • Prepare RFPs and RFQs for the acquisitions of quality assurance and testing tools, appliances and professional services for the unit or other City IT groups.
  • Evaluate submissions, negotiate RFP and RFQ vendor contracts in conjunction with contract management staff, Purchasing and/or Legal. Prepare and issues RFP or RFQ for renewals.
  • Recommend and ensure alignment of activities with governing frameworks, standards and methodologies that support business requirements and enterprise-scale efficiencies including, but not limited to those regarding: purchasing, security, privacy, enterprise architecture, application solution architecture, information architecture, project management, database naming, RUP, application management lifecycle, quality assurance, change management, release management and service level management, and respecting management control, audit and legislative requirements.
  • Research and recommend new business opportunities, emerging technologies, methodologies and strategies for cost avoidance, service improvement and security enhancement related to the Quality and Change management disciplines.
  • Establish training, promotion and awareness programs on standards, policies, best practice and procedures for Quality and Change Management practices in coordination with IT Training as needed.
  • Promote and provide consulting services for IT quality assurance and improvement, testing, and change request process for conformity and consistency of processes across all IT initiatives.
  • Define, recommend, and prioritize investment in tools and resources required to maintain and improve the quality management, change management and release deployment programs.
  • Establish a Quality Management program and framework that encompasses a broad definition of quality and provides standards, policies, tools and best practices for quality management and lifecycle testing to ensure quality control, quality assurance, testing, and continuous improvement of delivered IT services.
  • Develop and implement Quality Assurance, Quality Control and Testing methodologies and capabilities required to support the delivery of critical IT services to protect the City’s production environment.
  • Plan, define, communicate and implement measurements to monitor continuous improvement and adherence to the quality management framework, and identify methods of defining and correcting non-conformance. Lead the process to review and analyze errors and trends of quality deficiency for continuous improvement.
  • Educate, provide consultative advice and coordinate with IT service delivery areas the development of quality plans in line with the overall quality framework to ensure that appropriate risk considerations have been incorporated into the plans and the appropriate levels and types of testing are completed before solutions go into production.
  • Oversee the process of issuing quality certificates upon confirmation of complete testing according to the change and release management process.
  • Develop, maintain, and implements formal Change and Release management processes and procedures to handle all requests for changes to applications, procedures, processes, system and service parameters and their underlying platforms following ITIL processes.
  • Assume responsibility for Change Management and Release deployment activities and facilitates transition of responsibilities where appropriate.
  • Manage all changes and release deployments with limited or city-wide impact and liaises with other IT sections, divisional IT, Client Relationship Managers and Business IT Services Managers for the building, testing and implementation of change and release in accordance with approved change and release schedules.
  • Establish and manage a system for categorization, prioritization, tracking, reporting and authorization of all change requests.
  • Develop and maintain a process for defining, documenting, assessing and authorizing all change and release management procedures relating to emergency maintenance and patches that do not follow the established change process.
  • Ensure that the status of changes is communicated to the requester and other stakeholders, validate that approved changes have been implemented as planned and produce and manage the change management schedule.
  • Manage and chair the Change Advisory Board and its associated processes, procedures and activities.
  • Develop, document and publish Change Management and Release deployment standards, plans and procedures, ensuring that these documents are updated as and when appropriate.

Key Qualifications:

  1. University degree in Computer Science or a related discipline pertinent to the job function with an extensive experience working in a large complex organization environment (or the approved equivalent combination of education and relevant management experience).
  2. Extensive experience in building partnerships and collaboration in exploring potential business alignment. Excellent communication skills, with the ability to develop and establish effective working relationships and high level of trust and respect of senior executives, functional leadership, portfolio leads, team members and clients.
  3. Considerable consulting experience in providing guidance on programs, projects, business case development and strategic initiatives to ensure alignment with the organization strategic directions and achieving the proposed return on investment (ROI) objectives and business value.
  4. Highly developed leadership, interpersonal, conflict resolution, negotiation, facilitation, consensus building, persuasiveness and problem solving skills with demonstrated ability in independent decision making and initiating business change.
  5. Extensive experience in project portfolio management and IT strategic planning, providing advice to senior management on portfolio benefits, performance and risks.
  6. Knowledge in deploying strategic management disciplines synergistically, such as strategic planning, benefits management, portfolio and performance measurement, risk management, change management, communication and governance is required.
  7. Holding a valid Project Management Professional certification (PMP) and Management of Portfolios certifications or equivalent will be an asset.
  8. Demonstrated ability and experience in utilizing portfolio management tools such as Microsoft Enterprise Project Management is an asset.
  9. Strong analytical and conceptual skills and experience in preparing comprehensive portfolio reports and analyzing/interpreting and summarizing information including financial management and analysis.
  10. Strong understanding of financial reporting analysis and tools to access portfolio performance, and recommend changes in investment mix to achieve goals.
  11. Excellent ability to deliver complex financial and business concepts and information in simplified presentation and messages that meet diverse needs of various audience
  12. Well-developed leadership skills with extensive experience in leading collaborative customer focused teams and ability to handle multiple tasks concurrently with shifting priorities and firm deadlines, operating as a fully accountable leader
  13. Familiarity with relevant government legislation and regulation in the area of governance,  budgeting, financial reporting, labour relations and occupational health and safety
  14. Experience in planning, managing, and delivering projects & programs.
