General Accountabilities:

This person will work as part of a team to plan to:

  • Execute and coordinate complex governance processes for outsourcing contract(s)
  • Manage the reporting requirements of the contractual agreement with service provider(s)
  • Contribute to effective management of the contractual interface and overall relationship.

Responsibilities Include:

  • Develop and implement best practice governance processes where appropriate in order to maximize the value of outsourcing relationships with Service Provider(s) to the benefit of Hydro One.
  • Monitor, analyze and recommend changes to service performance as executed by the external Service Provider(s), overall “health” of the relationship between Hydro One and external Service Provider(s) and overall Hydro One satisfaction associated with delivery of the outsourced services.
  • Manage the reporting requirements for all financial and procurement aspects of the outsourced services including release of work, approval of contract changes, financial analysis, interrelationships with internal LOBs, financial benefits tracking, consolidated invoice oversight and verification, validation of out-of-scope work, financial issue resolution, pricing and management of assets used in the delivery of services.
  • Provide advice and guidance and interpretation in the areas of the reporting information and developing and managing outsourcing arrangements.
  • Recommend processes between Hydro One contacts and service provider(s) for additional reporting requirements; recommend methods and tools to appropriately capture, source and analyze the information and reporting data.
  • Coordinate a range of standard information sharing and reporting between Hydro One and external service providers, including service reporting to the Ontario Energy Board, to our shareholder, periodic audit or other due diligence requirements.
  • Manage oversight and support of contract changes and Service Provider programs and projects maintaining an overall view of the program and project work performed by the Service Provider(s).
  • Design and develop  new service delivery agreements with Hydro One’s existing supplier or other suppliers for the delivery of back-office services These services may include IT, Supply Chain, Finance & Accounting, Payroll, Settlements, etc.
  • Conduct frequent assessments of the Corporate and LOB needs of Hydro One in the areas currently covered or contemplated for outsourcing.
  • Develop and ensure thorough stakeholder discussion of strategic options, including an understanding of the costs and benefits of each option.  (Options include sourcing strategies and mix/boundaries of services, including possible “re-establishment/in-sourcing” of services and changes to ownership arrangements for assets used in the delivery of services.)
  • Keep abreast of the latest developments and act as an industry expert in outsourcing best practices related to service delivery and performance management of Service Providers.
  • Manage all aspects of compliance of the external Service Provider with the Agreement, Regulatory, Internal & External Audit, Safety and Security, Data Privacy, Internal Controls, and Business Continuity requirements, and measuring, monitoring and reporting of the Service Provider compliance across all LOBs compliance management related planning, guidance and expertise in establishing programs and actions to ensure regulatory compliance and liaise with appropriate Hydro One compliance organizations.
  • Work with appropriate financial and contract management systems. .
  • Contribute to a role of monitoring compliance to the intent of the agreements and contracts.
  • Work as part of a team and involve others from the Department or Division according to their work activities or expertise, to provide effective delivery of the governance role and line-of-business service needs for Hydro One contracts.
  • Perform other duties as required.

Selection Criteria

Essential Competencies:

  • Experience: Requires experience with service delivery to assess capability of outsourcing suppliers.
  • Requires experience to be familiar with quality management systems, service performance metrics and the cross-functional aspects of the service delivery followed within the ITO and BPO field.
  • Requires experience in cost estimating to negotiate claims and contract extras with vendors.
  • Requires experience with procurement activities related to complex business processes.
  • Requires experience in negotiation and contract forecasting processes for managing and controlling work needs with external service providers.
  • Requires experience in cross-functional teams to solicit involvement and direction from a variety of parties to resolve issues.
  • Requires an understanding of the Company’s organization design, governance practices, business unit accountabilities, relationship management and issues, processes and procedures

Education:

  • Requires knowledge of engineering and/or business administration associated with the procurement of IT and business processing services.
  • Requires knowledge of purchasing/procurement for the commercial administration of all phases of the procurement and management of outsourcing agreement contracts and contract law.
  • Requires a good knowledge of English and business writing for the preparation of contractual documents, status reports and presentations.
  • Requires knowledge of information technology related to financial and contract management systems.
  • This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years).
