Reporting to the Team Lead, Field Planning, Environmental Services.
Field environmental planning and monitoring of stations and lines capital construction projects
Conduct site visits, evaluation of features and issues and prepare Environmental Specifications for construction
Assess and provide recommendations and options regarding environmental aspects during project planning
Provide advice, guidance, and assistance to project and asset managers responsible for new transmission and distribution projects and refurbishment of existing facilities regarding environmental legislation and guidelines, including corporate policies and procedures.
Identify and compare alternatives, assess potential environmental effects and mitigation needs.
Coordination of class Environmental Assessments for Transformer stations and Transmission Lines projects according to the Hydro One Networks Class EA.
Prepare tender documents, evaluate, award and administer consultant contracts for archaeological services, Species at Risk Evaluations, Phase I and 2 Environmental Site Assessments, Designated Substance Surveys, and field environmental planning and monitoring services.
Support procurement of consultant services for other Field Planners.
Support consultation and engagement initiatives with First Nations and Metis according to Hydro One policy.
Consult with the public, property owners, stakeholders and agencies on identified issues and provide options and resolutions.
Assess and provide budget estimates and schedule requirements
Document and organize all project plans, documents and relevant certificates in Hydro One electronic filing systems.
Perform other duties as required.
Requires knowledge of field environmental planning and monitoring of lines and stations construction projects
Ability to independently travel to local or remote sites, communicate with construction or other stakeholders and evaluate situation and develop/implement mitigation plans
Ability to navigate uneven terrain and work outside during inclement weather
Requires experience with Species at Risk and related requirements and a strong understanding of natural environment features and ecosystems to allow for timely, appropriate, and compliant environmental planning and implementation of environmental mitigation plans for construction.
Demonstrated knowledge and experience with the Ontario Environmental Assessment Act, Ontario Environmental Protection Act, Provincial Policy Statement, Ontario Water Resources Act, Ontario Public Lands Act, municipal environmental development requirements, other environmental legislation
Understanding of soil and groundwater assessment, site remediation and assessment / mitigation of Designated Substances.
Ability to tender and monitor environmental consultant contracts.
Demonstrated knowledge and experience with Windows software (MS Word, Excel, Outlook and PowerPoint).
Requires a high level of initiative, strong communication skills and interpersonal skills.
Experience with environmental permits, licenses, and approvals (municipal, federal, and provincial) and associated guidelines and standards relevant to transmission and distribution facilities.
Experience in obtaining permits for construction including permit to take water, tree or vegetation removal permits, water crossing permits, crown land use permits and access agreements for field roads or paths for lines or stations construction.
Experience in field planning and managing multi-disciplinary projects.
Knowledge of computer software in order to undertake various activities related to the application and integration of assessments.
Knowledge of technical writing for preparation of environmental management documents, manuals, specifications and tender documents.
This knowledge is considered to be normally acquired through the completion of four years of University training in environmental sciences or studies, planning, science or equivalent and at least three years of working experience in similar fields.
