As part of the City of Toronto’s City Planning team and reporting to the Director of Transportation Planning, the Program Manager of Transportation Planning Policy and Modelling will assist in advancing the mission of the City Planning Division carrying out the following major responsibilities:

  • Initiates, develops and recommends innovative, leading edge transportation planning policies to guide the physical and economic well being of the City
  • Manages staff to provide innovative, integrated, pragmatic and consistent solutions to complex planning challenges involving multiple stakeholders, to achieve the City’s planning and development objectives
  • Manages transportation modelling and forecasting to support transit and transportation planning projects and other City policy and planning initiatives
  • Maintains an awareness of trends, developments and advancements in the transportation planning field to retain technical competency and provide state-of-the-art advice and counsel to the Division’s senior management
  • Manages complex studies for the implementation of transportation infrastructure consistent with Official Plan policy and City Council direction
  • Acts in a strategic role with other City Divisions, represents the Division on Regional/Provincial committees, manages the development, action and outcome of strategic partnerships to realize City Council’s objectives
  • Negotiates innovative solutions to complex planning challenges involving multiple stakeholders to achieve the City’s transportation planning and development objectives,
  • Performs the role of mediator
  • Interacts with the news media as required
  • Manages the design and development of transportation programs, policies and research projects in accordance with City guidelines and Council approved directions
  • Develops the unit’s work plan and manages Divisional transportation planning projects, including retention of consultants and management of budgets, for transportation planning studies and programs mandated by City Council or carried out in accordance with other public agency partners
  • Assumes responsibility for meeting the statutory requirements of the EA Act and Planning Act
  • Coaches, motivates and provides leadership for staff to achieve high quality transportation planning service with harmonious employee/labour relations and effective time management among a team of professional staff
  • Establishes, maintains and nurtures linkages within the Transportation Planning section to ensure effective operation of the matrix management system within the section
  • Liaises with and coordinates the input of other departments, agencies, levels of government, ratepayer groups, elected representatives and landowners in studies and reviews including environmental assessments
  • Advocates the division’s values, principles and objectives in a variety of forums, and effectively represents the City’s interests to the public
  • Prepares Council reports, strategies and responses; liaises with City Council members on sensitive and strategic issues
  • Acts as an expert witness on behalf of Council before administrative tribunals such as the Ontario Municipal Board
  • Provides effective and efficient management of the day to day operation of all assigned staff including scheduling, assigning and reviewing of work to ensure program objectives and outcome measures are me.  Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary
  • Manages, motivates and trains the section’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others; manages labour relations

Key Qualifications:

  1. University degree in planning or transportation planning/engineering or in a professional discipline pertinent to the job function combined with relevant management experience, or the equivalent combination of relevant education and experience.
  2. Extensive experience in a leadership role delivering complex planning assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
  3. Extensive experience motivating, leading and supervising a team of professional staff to contribute to the work of the management team.
  4. Extensive experience in research methodologies and long range policy formulation.
  5. Extensive experience in travel demand forecasting methodologies and processes used in the Transportation Planning field.
  6. Knowledge of the Planning Act, Municipal Class Environmental Assessment Process, Development Review Processes, Provincial Policies and Legislation related to land use planning, transportation planning, and the Official Plan, as well as current regulations and evolving policy trends in the City.
  7. Effective interpersonal skills and highly developed communications skills, with the ability to communicate both verbally (often involving public presentations) and in writing, to all levels of the organization, and with elected officials, the media and the public.
  8. Highly developed human relations, interpersonal, analytical and conflict resolution skills; and the ability to develop solid internal and external relationships.
  9. Sound knowledge of legislative and contractual obligations and related corporate policies.
  10. Ability to work effectively with colleagues, line managers and direct service staff in identifying and meeting the objectives and needs of City Planning.
  11. Familiarity with government legislation in the area of occupational health and safety, collective agreements and related employee and labour legislation.

Membership in the Institute of Transportation Engineers, Canadian Institute of Planners or other relevant professional organizations would be considered an asset.
