Reporting to the Senior Manager – Reliability Standards and Compliance Assurance, carry out assigned programs and projects and otherwise support Hydro One’s Reliability Standards Internal Compliance Program (ICP), including:
Externally representing and advocating for Hydro One’s business interests to North American reliability standards authorities, enforcement authority or regulators (FERC, NERC, NPCC, OEB, IESO (including MACD) and NEB) in respect to:
Proper framing of new reliability standards and material revisions to existing applicable standards;
All matters of compliance to applicable standards enforced in Ontario, including participation in Ontario Reliability Compliance Program and MACD Audits.
Internally driving, facilitating, assessing, and reporting upon Hydro One’s:
Preparations for achieving, sustaining and demonstrating compliance to applicable standards;
Improving compliance posture and risk profile in respect to applicable standards enforced in Ontario.
Internally informing, advising and supporting Hydro One’s RSCC (Reliability Standards Compliance Committee) in its governance and oversight roles, and in particular, in support of its timely and informed decision-making in response to emerging and current matters related to North American reliability standards and the IESO market rules related to reliability standards.
Participate in, maintain awareness regarding, and otherwise support the development and submission of regulatory filings to North American reliability standards authorities or regulators in respect to the development of new (or revised) reliability standards, criteria and market rules applicable to Hydro One.
Contribute to the development and submission of regulatory filings to the enforcement authority or regulators in respect to Hydro One’s compliance to reliability standards, criteria and market rules, including matters of compliance oversight, compliance self-certifications, reporting on potential non-compliance and associated mitigation plans, compliance audits, internal and external investigations, regulator’s requests for information and other compliance issues/challenges.
Maintain an awareness of advancing electricity system technologies, emerging risks to system reliability and associated developments in North American reliability regulation and provide interested parties in Hydro One, including executives, with advice, guidance, summations, interpretations, analysis and reporting.
Provide expert regulatory and technical advice and guidance to Lines of Business relating to reliability regulation policies, strategies, plans, projects and programs implications and the appropriateness of various management processes and practices on Hydro One’s compliance posture.
Participate in the development and execution of the annual Risk-Based Compliance Assurance Program and its associated processes.
Conduct compliance risk assessments, internal control assessments, potential non-compliance root-cause analysis, operations research, technical/economic/environmental/business/regulatory impact assessments and other specialized technical/business studies to ensure that Hydro One’s reliability standards and compliance assurance strategies, tactics and positions are based on well-founded, evidence-based claims, arguments and business cases.
Work with expert staff to conduct the necessary business and engineering analysis and prepare the regulatory submissions required to successfully achieve the compliance, business, and reliability objectives of Hydro One.
Develop and work with a network of internal and external subject matter experts and stakeholders, including peers within the various regulatory bodies, other utilities, industry associations and all key business units within Hydro One.
Participate in developing, undertaking and reporting on Hydro One’s response to MACD’s Ontario Reliability Compliance Program, including guided self-certifications, spot checks, and compliance audits.
Undertake or assist with improvements of concepts, approaches, processes, structures and other dimensions pertaining to Hydro One’s Reliability Standards and Compliance Assurance function.
Provide limited supervision to staff by providing training, advice, guidance and work instruction on work programs and projects.
Perform other duties as required.
Requires a current P.Eng. License to practice engineering in Ontario or equivalent from another province and able to secure a P.Eng. in Ontario.
Requires knowledge of regulation and regulatory constructs, law, audit, financial concepts, economics, project management, engineering, quantitative analysis, statistics to develop business strategies and business cases for presentations.
Requires fundamentals knowledge of electrical theory related to electrical power systems and equipment.
Requires sound knowledge of the theories and principles relating to business methods, processes, including change management techniques.
Knowledge of electrical power systems and equipment as well as the design and performance of the transmission system would be considered an asset.
This knowledge is considered to be normally acquired through the completion of 4 years of University training
(Grade XII plus 5 years).
Requires a high degree of professionalism, initiative, self-motivation and independence in carrying out tasks.
Requires EXCELLENT people skills to collaborate with team members and other Lines of Business in achieving, sustaining and demonstrating compliance with reliability standards.
Requires EXCELLENT communication skills, including a strong command of English, strong business writing skills, clear and convincing verbal communication skills and engaging and compelling presentation skills.
Requires excellent knowledge of Hydro One’s external regulatory environment, excellent knowledge of NERC and NPCC reliability standards and criteria, and knowledge of IESO market rules.
Requires excellent analytical skills to evaluate Hydro One’s reliability compliance posture, perform root cause analysis and to recommend effective solutions, and to analyze and formulate arguments.
Requires excellent computer literacy skills— demonstrated proficiency in Microsoft Office applications such as Excel, Word, PowerPoint, SharePoint as well as knowledge of databases.
Requires knowledge of and experience in project management tools and methodologies in order to plan, lead and/or participate in cross-functional project teams.
An understanding of Hydro One’s organization structure, business unit accountabilities, issues, processes and procedures and regulatory requirements would be considered an asset.
Requires ability to examine processes and suggest improvements to make the processes more efficient.
A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
