The Data Science Fellow positions provide an early-career opportunity to help the Province understand and respond to complex challenges facing citizens by applying emerging techniques and using vast and diverse data. These positions offer an entry point to government and chance to experience the value of public service and explore the prospects of a long-term career with the BC Public Service.

The Ministry of Citizens’ Services performs a dynamic, corporate leadership role in government to support the development of an innovative, modern and robust technology environment; to improve accessible and responsive services and information to citizens; and to provide enabling infrastructure for ministries and the broader public sector to transform how government works on a day-to-day basis.

Within the Office of the Chief Information Officer, the Integrated Data Division (IDD) provides leadership, corporate services, and policy development to support data-driven decision-making and innovation. The Division offers programs that enable integration, access and analysis of public sector data (Data Innovation Program and DataBC), and support cross-government analysis and capacity building (Data Science Partnerships). IDD also leads the implementation of the Province’s open data initiative and helps program areas across government connect to tech sector innovation through the Start-Up in Residence.

As a member of a multi-disciplinary team this position provides leadership in the field of data science.  The position will help solve problems that matter to citizens by applying deep technical expertise and partnering with technical and policy experts, and other stakeholders. Responsibilities will include the development and implementation of data science projects that include detailed statistical analysis, data visualizations, and the algorithms that make use of diverse data types. This role includes providing specialist advice to senior ministry decision makers on the use and incorporation of data science ‘best practices’ and demonstrating the value of new approaches.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Graduate degree in data science, computer science, statistics, mathematics or a related field; or, a degree in a related field with two years’ recent and related experience in a data science role.
  • Experience using scientific methods through experimental design, exploratory data analysis and hypothesis testing.
  • Experience designing, implementing and optimizing repeatable statistical and predictive models and algorithms at scale with diverse data types (e.g. structured, semi-structured, unstructured); machine learning experience preferred.
  • Experience determining appropriate use of various problem structuring methods and statistical methods for sampling, distribution assessment, bias and error.
  • Experience creating and delivering presentations for the purpose of decision making preferred.
  • Experience identifying business problems and providing advice on business enhancements based on findings of data science projects.
