Job Description

Major Responsibilities:

Reporting to the Supervisor, Roads Operations, Field Investigation, Transportation Services, The Research Analyst 1 will research, compile and analyze information necessary to complete the timely response to Claims Investigations.

  • Conducts research and compiles reports on topics related to claims investigations
  • Develops and administers reports on Operational efficiencies or deficiencies for transportation related claims
  • Identify and monitor information on services provided to forecast problematic areas and needs as they relate to claims avoidance
  • Track the status of claims received in the Department from its inception to its response, including any follow up inquiries by the City staff, external claim adjusters and lawyers
  • Prepares briefs, abstracts, report summaries, implications and presentation materials using a range of analytical techniques such as geographical, statistical, economic, technical and historical data
  • Develops, consolidates and integrates new and existing computer models and applications to store and retrieve data related to Divisional projects and activities
  • Maintains library/catalogue of applicable research data, statistics, books, periodicals and reference material including material, patrol logs, GIS data and inspection reports, contract information, RWIS reports, weather data, snow advisory and GPS data from internal and external sources
  • Monitors service requests to ensure service level priorities are being met and adjusts 311 knowledge base as required
  • Monitor various AVL/GPS programs and report any abnormalities to the Supervisor
  • Collect, purchases, indexes/catalogues and files, updates, modifies and develops computerized reference system
  • Attends meetings with staff (internal and external stakeholders); networks with other Divisions, Departments agencies to strive on determining the best solutions to apply
  • Assists other staff in the District operations and acts as liaison between the Divisional Functions groups and Corporate Services
  • Coordinates and assist in investigations, studies and surveys performed by staff and consultants
  • Prepare background support material to inquiries from other Divisional staff, Councillors, members of the public, consultants and special interest groups on all aspects of Divisional programs and services; documents findings, supporting data, recommendations and theories; circulates data throughout Division
  • Research Analyst 1 may be required to give evidence at trial or other legal proceedings on behalf of the City.

Key Qualifications:

Your application must describe your qualifications as they relate to:

    1. University or college graduate in Civil Technology/Municipal Infrastructure Transportation/Urban studies/Geographic Analysis or an approved equivalent combination of education and experience.
    2. Experience in research, data collection, analysis and interpretation of data, writing summaries, coupled with strong analytical and organizational skills.
    3. Considerable experience in the use of computers, database manipulation, spreadsheets and word processing using Microsoft Office Suite (i.e. Excel, Access, Word and Power Point, Visio) and Divisional Systems.
    4. Considerable Experience in GIS (Geographic Information System) and mapping including ARCGIS
    5. Considerable Experience in GPS/AVL (Automated Vehicle location software – reports, data manipulation and data extraction)

You must also have:

    • Good communication skills, both orally and in writing; including ability to present research findings.
    • Knowledgeable of road operations levels of service for winter and summer operations
    • Knowledgeable of minimum maintenance standards and the City of Toronto Act.
    • Extensive knowledge in compiling and conducting data summaries from Transportation related databases such as TMMS.
    • Knowledge and understanding of Project Management principles.
    • Strong analytical and problem solving skills in combination with ability to perform duties under minimal supervision.
    • Demonstrated organizational skills, including ability to initiative, problem solve, work under time constraints and meet deadlines.
    • Proven interpersonal skills and the ability to work cooperatively and professionally with City staff at all levels, consultants and external stakeholders.
    • Ability to work independently and/or in a team environment.
