General Accountabilities:

Reporting to the Manager of Network Engineering, provide expertise for design and implementation of Outside Plant systems, including fibre-optic cabling systems, wireless systems, and HVAC. Initiate planning and design of Hydro One Telecom’s fibre-optic cabling network by developing business cases, design requirements, and negotiating and develop necessary underlying agreements.

Responsibilities Include:

  • Plan, organize, prioritize, schedule, and track project deliverables to timeline, scope and cost; provide instruction as required. Check work of others to ensure quality and accuracy.
  • Implement outside plant construction through effective management of deliverables in support of capital projects and/or customer orders.
  • Leverage procurement process to coordinate the activities of vendors; Work with vendors regarding product/service delivery; Maintain effective working relationships with service providers.
  • Initiate, develop and maintain standard specifications, policies and procedures for telecommunication facilities and equipment.
  • Be accountable for performance of acceptance tests of telecom facilities as required.
  • Develop and prepare designs, estimate specifications and instructions for commercial telecommunication facilities.
  • Where appropriate, provide technical support to the Operations teams to troubleshoot and diagnose advanced issues in the field. Develop alternatives, assess and make recommendation for improved performance and future design.
  • Evaluate and maintain current knowledge of emerging telecommunication technologies and commercial services to ascertain suitability for use in the delivery of telecom services
  • Work with other Network Engineering disciplines, where applicable to deliver telecommunication solutions.
  • Define telecommunication projects to fulfill architectural roadmap.
  • Assist in the planning of work programs, development and tracking of the budget.  Analyze costs, labour and material items and provide explanations with respect to variances.
  • Provide technical expertise in support of contract development with service providers
  • Initiate, negotiate, develop, and track development of new agreements with respect to outside plant, including collocation, joint-use, and municipal access agreements.
  • Interface with other units to address any potential customer concerns or issues.
  • Perform other duties as required.

Selection Criteria/Essential Competencies:

  • Experience with construction projects
  • Experience with design/implementation of Fibre optical systems (i.e. fibre-optic cabling, splices, cross-connects, trenching/conduit/lashing)
  • Experience with design/implementation of Power Plant and/or HVAC Systems
  • Experience and demonstrated expertise in telecom including: fibre-optics, cable protection, wireless systems, wide-area networks.
  • Experience working with multi-disciplinary engineering groups
  • Experience in a customer-facing and/or commercial environment
  • systems
  • Understanding of project management processes,
  • Experience with design/implementation of wireless radio systems an asset
  • High-level understanding of telecom networks (OSI layers 0/1/2/3) an asset
  • Eligibility to hold Professional Engineering license an asset
  • This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years)
  • A period of over 8 years and up to and including 10 years is considered necessary to gain this experience
