General Accountabilities:

  • Review settlement supporting functions regarding customers and generators.
  • Set up customers and generators for wholesale settlements or retail billings and embedded generator payments using totalization tables and other systems and databases as required.
  • Implement and maintain customer account/meter data relationship in the load data management database.
  • Respond to customer inquiries regarding contract process, billing and payment matters and other Hydro One initiatives and customer requests to modify existing accounts and services.

Responsibilities include:

  • Review the setup of wholesale settlements or retail billings or generator payments for customers and generators including wholesale and retail totalization tables and related settlements documentation. Review the setup of settlements information in other systems and databases.
  • Coordinate with internal and external parties regarding the submission of transmission tariff list, wholesale totalization tables and required IESO forms and documents.
  • Keep abreast of OEB Transmission and Distribution System Codes, Retail Settlement Code, IESO Market Rules and Program Rules.
  • Contribute to the development and implementation of business processes and procedures required to ensure the integrity of settlements functions.
  • Provide support regarding settlements functions in relation to transmission and distribution connectivity, revenue metering, asset and customer policies, customer services and the application of tariffs.
  • Review estimated data for wholesale and retail meters.
  • Coordinate with Inergi, MSP/MDS, field staff and other LDCs to identify, investigate and settle short term load transfers and long term load transfers.
  • Review the implementation and maintenance of customer account/meter data relationship in load data management database.
  • Respond to escalated customer inquiries regarding billing and payment issues and other Hydro One initiatives as well as customer requests to modify existing accounts and services.
  • Contact customers and generators regarding billing and payment issues. Forward issues of concern to senior staff.
  • Review customer and generator end-to-end (setup to billing) process.
  • Review previous audits to ensure billing parameters such as rate class, total loss application including
  • Transformer loss allowance/adjustments and transformer ownership have been correctly applied and reflected in the subsequent bill to the customer.
  • Exchange information with outside organizations such as IESO, 3rd party MSP, service providers.
  • Perform other duties as required.

Selection Criteria and Essential Competencies:

  • Knowledge of engineering principles, economics, and business administration.
  • Knowledge of relevant sections of OEB Codes, IESO Market Rules, Program Rules
  • Knowledge of wholesale market and retail market billing and settlements
  • Knowledge of metering, billing and settlement processes
  • Knowledge of load analysis, billing, settlements and customer service.
  • Computer programming and data management skills.
  • Customer service and account management skills plus experience in the use of CIS
  • Four-year university education, or equivalent, in an appropriate field.
  • Experience in using software such as MS Office, Access, Visio.
  • Experience in load data management systems such as IEE, CIS.
  • Experience in leading multi-stakeholder projects
  • Excellent communication and writing skills.
  • A minimum of eight years related experience
