Provide leadership and professional oversight of the stream management authorization program

The Water Authorizations unit of the South Coast Regional office of the Ministry of Forests, Lands and Natural Resource Operations provides regional leadership in ensuring the surface water resources of British Columbia are managed in a safe and sustainable manor.

As the Section Head of Stream Management, you will play a critical role in overseeing all authorizations for works in and about a stream and physical changes to watercourses. As a consummate professional with discretionary judgement skills, you will make statutory decisions as an authority under the Water Sustainability Act as an Assistant Water Manager. In addition to your decision-making role, you will manage a multi-professional team of technical and administrative staff. You will also be responsible for providing leadership, supervision and direction to this team to coordinate the ongoing management of the Surface Water Authorization Program.

With knowledge of Ministry programs and policies, and advanced knowledge of the Water Sustainability Act, you be responsible for the implementation, compliance and enforcement of the Water Sustainability Act. This will include active engagement with First Nation communities on individual authorizations and broader water management issues. You will also regularly engage with federal and local governments, other provincial authorities, public and other stakeholders.

In order to be considered for this position, your application must clearly demonstrate how you meet the education, experience and professional designation requirement as outlined below:

  • A Bachelor’s degree in a resource management related field (e.g., Forestry, Biology, Planning, Civil Engineering, Geography, or Natural Resource Management), and a minimum of 7 years related experience.
  • A Master’s degree in a resource management related field (e.g., Forestry, Biology, Planning, Civil Engineering, Geography, or Natural Resource Management), and a minimum of 5 years related experience.
  • Must be registered, or immediately eligible* for registration, with the British Columbia professional association as required by the specialty area (i.e. Association of Forest Professionals; Institute of Agrologists; Association of Professional Engineers & Geoscientists).
    1. •*NOTE: Immediately eligible means you are currently a fully licensed registered professional member in good standing in another Canadian jurisdiction and can immediately transfer to the ABCFP, the BCIA or the APEGBC.
  • Experience in analysing and addressing impacts to surface water quantity and aquatic ecosystems.
  • Experience negotiating and/or mediating solutions.
  • Experience establishing collaborative relationships with staff and stakeholders.

Preference may be given to applicants with any of the following:

  • Experience managing, supervising, mentoring, and/or training diverse teams of technical and/or professional staff in resource management or a related field
  • Experience collaborating with First Nation communities
  • Experience managing risks

Provisos/ Willingness statements:

  • Must possess and maintain a valid British Columbia Class 5 driver’s licence or equivalent.
  • Willingness to do field work and to travel using aircraft, car and boat.
  • Willingness to travel overnight.
  • Willingness to work in adverse weather conditions.
  • Willingness to work overtime.
  • Willingness to meet safety standards of WorkSafe BC.
