In it, various First Nations leaders talk about their communities’ experiences and give recommendations. Andre Le Dressay, director of both the Tulo Centre of Indigenous Economics and Fiscal Realities Economists, advocates for First Nations to take advantage of their jurisdictional powers via the First Nations Fiscal Management Act and the First Nations Land Management Act to improve the investment environment and increase revenues. He urges First Nations to “put in your land laws, put in your planning processes and procedures, put in your tax laws.” In his view, a strong public institutional framework that supports business and innovation is more important than natural resources. What’s important, says Le Dressay, is “what’s between your ears.”
