Assembly of Manitoba Chiefs Call for Proposals

OBJECTIVES:

1. To develop and deliver a series of Manitoba First Nation and Partnership forums to discuss First Nation Intergovernmental Health Council.
2. To design and set-up a website linked to AMC’s site that will communicate information on the FN-IHC and to receive comments and feedback on the concept.BACKGROUND:

Based on decades of discussion by Manitoba First Nation leadership and Health Directors, the Draft Manitoba First Nation’s Health and Wellness Strategy was developed and presented during the Special Chiefs Assembly on Health & Housing and the Special Chiefs Assembly on Health in January 2005. AMC Chiefs-in-Assembly Resolution (JAN-05.01) supporting in principle the draft presented and gave direction to commence securing appropriate resources, and established the CTFoH to implement the strategy including the concept of a Manitoba First Nation Intergovernmental Health Council. In June 2005, the AMC Chiefs Task Force on Health after considering 3 options gave direction to proceed with option #3 Inter-governmental First Nation Health Council. Funding was obtained in February 2008 and project team hired in May 2008.

The concept for the First Nation – Intergovernmental Health Council Project strives to:

1) improve the integration of federally-funded health services within First Nation communities with Provincial health services; 2) improve access to health services for all Manitoba First Nation people; 3) make available health programs and services that are better suited to Manitoba First Nation people; and 4) increase the participation of all people in the design, delivery, and evaluation of health programs and services.

DELIVERABLES

The Facilitator will:
• Develop plan for two rounds of workshops to reach all Manitoba First Nations and Regional Health Authorities with different options to be reviewed;
• Design and facilitate forums to generate discussion on “what if” scenarios considering the development of a First Nation Intergovernmental Health Council;
• Ensure the plan and related tools successfully capture First Nation and other partners’ comments and recommendations;
• Ensure direct participation of targeted groups during the forums, and communication with all interested people throughout the process;
• Design and set-up a website that will contribute to the overall development and enhancement of the AMC website by creating a link between the two sites.
• Design the website to accommodate comments and feedback on the FN-IHC concept.
• Brief AMC Project Team and Management at appropriate intervals and revise accordingly;
• Prepare the final report.

REQUIREMENTS

The Facilitator shall provide to AMC a Proposal and Budget for six month plan of action to meet the deliverables and a portfolio that will contain qualifications, skills, education and experience of their Team. Fluency in any Manitoba First Nation language is an asset.
