Call for Proposal as the Designated Community Entity for Metro Vancouver under Reaching Home – Aboriginal Housing Management Association

Employment and Social Development Canada is accepting applications from organizations within the community of Metro Vancouver that are interested in supporting the delivery of funding under the Designated Communities stream of Reaching Home: Canada’s Homelessness Strategy.

Reaching Home, launched on April 1, 2019, is a community-based program that provides funding for communities across Canada, as well as rural and remote areas and organizations that provide supports to First Nations, Inuit and Métis people to bolster local efforts to prevent and reduce homelessness. Reaching Home is designed to support the goals of the National Housing Strategy, in particular, to support the most vulnerable Canadians in maintaining safe, stable and affordable housing and to reduce chronic homelessness nationally by 50% by fiscal year 2027-2028.

Applications will be accepted from organizations within the community of Metro Vancouver that are interested in becoming the Community Entity to advance efforts to combat homelessness in accordance with priorities established by the Metro Vancouver Community Advisory Board, specific to Reaching Home – Designated Communities funding stream, to meet the needs of people who are homeless or at risk of homelessness in Metro Vancouver.

Outside of Quebec, Reaching Home uses a third-party delivery model where a local organization (for example, a municipal government or not-for-profit) known as the Community Entity enters into a funding agreement with Employment and Social Development Canada. The Community Entity assumes the responsibility to solicit, select and manage funding of projects in a community based on the local priorities. This approach provides communities with the flexibility to invest in local homelessness projects and enhances community capacity to develop long-term, sustainable solutions to preventing and reducing homelessness.

Available Funding

This call for proposals aims to identify an organization that will act as the Community Entity for Metro Vancouver. Once selected, Employment and Social Development Canada will enter into a funding agreement with the Community Entity no later than March 31, 2020 and ending on March 31, 2024.

The funding available for the Designated Community of Metro Vancouver is $11,782,096 in fiscal year 2020-2021, and $13,900,277 annually from fiscal year 2021-2022 to fiscal year 2023-2024, for a total of $53,482,927. This funding has been allocated based, in part, on the population of the Census Metropolitan Area in which the community is located.

Additional funding is being provided to support the design and implementation of a Coordinated Access system by the end of fiscal year 2021-2022, which is a requirement under Reaching Home for Designated Communities. The incremental funding is $124,780 for 2020-2021 and 2021-2022, and $115,955 for 2022-2023 and 2023-2024.
