Deputy Minister Appointments

Premier Dalton McGuinty announced the following Deputy Minister appointments effective June 1, 2007:*Gail Beggs as Deputy Minister of the Environment. Ms. Beggs was formerly the Deputy Minister of Natural Resources and Deputy Minister Responsible for Aboriginal Affairs. She was seconded to the position of Assistant Deputy Minister, SARS Coordination, Cabinet Office, served as Assistant Deputy Minister, Field Services Division, Ministry of Natural Resources, and was seconded to the position of President and Chief Executive Officer, Ontario Clean Water Agency.

She has held senior management positions in policy and natural resources management in the Ministry of Natural Resources as well as the positions of occupational health and safety policy officer in the Ministry of Labour and scientist in the Ministry of Environment. Ms. Beggs holds a B.Sc. and an M.Sc. from the University of Toronto.

*Kevin Costante as Deputy Minister and Associate Secretary of the Cabinet, Policy, in Cabinet Office. Mr. Costante was formerly the Deputy Minister of Community and Social Services and Deputy Minister of Training, Colleges and Universities.

He has also served as the Assistant Deputy Minister, Program Management, and Assistant Deputy Minister, Social Assistance and Employment Opportunities, Community and Social Services. He has held a number of senior executive positions in the ministries of Community and Social Services, and Treasury and Economics. In Saskatchewan, he worked in the Departments of Finance and Education and at the Employment Development Agency. Mr. Costante has an Honours BA and a Master of Public Administration from Queen’s University.

*Marg Rappolt as Deputy Minister of the Ontario Secretariat for Aboriginal Affairs. Ms. Rappolt will continue as the Deputy Minister of Health Promotion. She was formerly the Associate Deputy Minister and Acting Deputy Minister of Health and Long-Term Care. She was seconded to Cabinet Office as Assistant Deputy Minister, Health, Social and Education Policy Division, and was the Assistant Deputy Attorney General, Business Policy and Planning, in the Ministry of the Attorney General.

She has held senior positions in the Ministry of Labour in Labour Policy and Communications, responsible for policy and program leadership in employment standards and workplace safety. Ms. Rappolt was Director of Employment Standards with the Government of Saskatchewan, and served in senior positions with that government at the Planning Bureau, Health and the Public Service Commission. Ms. Rappolt holds an Honours BA in political studies and a Master of Public Administration from Queen’s University.

*Lucille Roch as Deputy Minister, Community and Social Services. Ms. Roch was formerly the Deputy Minister of Culture and will continue to have responsibility for the Office of Francophone Affairs. She served as the Assistant Deputy Minister, Strategic Policy and Planning, Ministry of Children and Youth Services; Assistant Deputy Minister, Culture, Sport and Recreation at the Ministry of Culture and Recreation; and was seconded to the position of Assistant Deputy Minister, Strategic Planning, in the ministries of Community and Social Services and Children and Youth Services.

She has held senior management positions at the Ministry of Community and Social Services and at Cabinet Office, the federal government’s Industry, Science and Technology Canada, the Manitoba government’s Economic Policy Unit, Planning and Priorities, and Société franco-manitobaine. Ms. Roch has a BA in philosophy and sociology from St. Boniface College, Manitoba and a MA in sociology from the University of Manitoba.
