Inquest Jury Finds Cause of Death as Homicide

Peter Grant and Associates is proud to have represented Corinna Hall in her struggle to obtain an inquest into the death of her daughter, Savanah Brianna Marie Hall, who died in foster care in January 2001. After a year and a half of effort on Corinna’s behalf, an inquest was finally announced in March 2007. It commenced on October 22, 2007, in Prince George, B.C.A five member coroner’s jury heard ten days of testimony from over twenty witnesses. After deliberating for over nine hours on November 3, 2007, the jury found that the Savanah’s death was a homicide, that is, her death resulted from an intentional act.

Savanah was only three years and fours months old when she died. Her natural mother, Corinna Hall is a young aboriginal woman who is now raising two other children. Savanah was taken from Corinna when she was only seven months old. She was placed in foster care and eventually into the home of Patricia Keene. Savanah remained in the Keene home from September 1998 until her death on January 26, 2001.

As a young mother on social assistance, Corinna did not give up in her struggle to have the Coroners Service order a full inquest. In 2005 the Coroners Service re-opened the investigation and assessed whether an inquest should be held. It was two more years before the Coroners Service ordered the full inquest.

The coroner’s jury made 26 recommendations, including 17 wide-sweeping recommendations directed toward the Ministry of Children & Family Development to ensure that foster children are protected and any allegations made against foster homes are promptly followed up.
