HALIFAX—Nova Scotia First Nations chiefs want to move toward self-government, but some say it’s only possible if they can stake a meaningful claim over more ancestral land.

“It’s fine and dandy to talk about self-government and self-determination, but what are we going to govern, really?” We’koqma’q Chief Rod Googoo said in an interview.
