People of FHQ, Treaty 4 Territory, and beyond:

On behalf of the leadership, management, and staff of the File Hills Qu’Appelle Tribal Council we would like to express our deepest sympathies for the family of Elaine Chicoose upon her passing.

Elaine was a strong community leader and advocate for Women’s Issues. Elaine served as Chief of Pasqua First Nation, as well as Vice-Chief for the File Hills Qu’Appelle Tribal Council. Elaine also served on the Women’s Commission for the Federation of Sovereign Indigenous Nations, as well as the FHQ Tribal Council Women’s Council, and many more organizations centered around women and children. Elaine believed strongly in her ways, people, community, and organizations she belonged to.

Elaine was a strong advocate for women, youth, and children. She believed in building healthy families. She believed in the value of sports, recreation, and culture as a way to engage youth in positive lifestyles. Elaine worked hard and opened her heart to advocate for women’s issues, to bring them to the forefront of leadership across Canada.

We here at the Tribal Council fondly remember Elaine as a strong Treaty 4 and Indigenous Rights advocate. In her role as Vice-Chief she would guide us on a path that always had our Rights first and foremost. Elaine had a kind and gentle way of reminding us of our duty to our people and our rights.

During this difficult time and into the future, we ask everyone to emulate the kindness and compassion Elaine carried for her people. We were very lucky to have Elaine’s kindness and compassion in our lives, let us all show the same kindness and compassion to the world.

We honour her contributions, we celebrate her legacy.
