OTTAWA — Mike Cachagee, a 69-year-old survivor of the now defunct residential school system, says Indian Affairs Minister Chuck Strahl is mistaken if he thinks the next chairman of the troubled Truth and Reconciliation Commission could be anyone other than an aboriginal.
