UBCM: Funding & Resources Update

Each month we provide an update on UBCM funding programs and information on other programs, events and resources that may be of interest to local governments and First Nations.
Local Government Program Services
Flood Risk Assessment, Flood Mapping & Flood Mitigation Planning: The intent of this Community Emergency Preparedness Fund stream is to support eligible applicants to ensure they have accurate knowledge of the flood hazards they face and to develop effective strategies to mitigate and prepare for those risks. The maximum available funding is $150,000. The application deadline is February 22, 2019.
2019/20 Community to Community Forums: With the goal of increased understanding and improved overall relations between First Nations and local governments, C2C Forum events are intended to provide a time and place for dialogue to build on opportunities, support reconciliation efforts, resolve issues of common responsibility, interest or concern, and/or to advance tangible outcomes. The C2C program can contribute a maximum of 50% of the cost of eligible activities – to a maximum of $5,000.00. The first of three application intakes for this fiscal year is March 15, 2019.
Structural Flood Mitigation: The intent of this Community Emergency Preparedness Fund stream is to support eligible applicants to prevent, eliminate or reduce the impacts of hazards through construction of structural flood mitigation projects. Ongoing operational costs are not eligible. The maximum eligible funding is $750,000. The application deadline is October 25, 2019.
Other Funding
Wildfire Community Preparedness Day 2019: The application window for Wildfire Community Preparedness Day 2019 grants will open soon. Start chatting with your neighbours about event ideas and be ready to apply between January 14, 2019 and March 15, 2019.
Green Municipal Fund: This FCM program finances capital projects that improve air, water, and soil and reduce greenhouse gas emissions. Deadline for energy, waste, water and transportation capital projects is March 1, 2019. Pilot project grants are also available.
First Nations Adapt Program: This federal program supports First Nation communities to assess and respond to climate change impacts on community infrastructure and emergency management. It prioritizes communities most impacted by sea level rise, flooding, forest fires, and winter road failures. Applications are reviewed on an ongoing basis.
Northern Development Initiative Trust: Northern Development offers a range of funding programs suited to a diverse set of economic development priorities in central and northern British Columbia.
Events & Resources
Plastic waste management solutions for Canadian municipalities: This five-part webinar series explores how changes in international regulations around plastic waste has created challenges and opportunities for municipalities of all sizes to lower contamination rates in their recyclable materials, improve recycling systems and the quality of recyclables. February 14 thru March 14, 2019.
Get started on asset management in your community: Is your municipality in the early stages of establishing asset management practices and wondering where to start? Learn how to use tools designed to help you take the first steps in asset management: FCM’s Building Blocks of Asset Management guide and FCM’s Asset Management Readiness Scale. Tuesday, February 12, 2019, 10:00 PST.
Adaptation Canada 2020: This Vancouver conference is focused on how to build climate change resilience in our communities, ecosystems and economy. February 19-21, 2019.
Practical advice for common asset management challenges: Are you interested in how municipalities successfully approach common asset management challenges? Join this FCM webinar to learn key lessons and tips from Canadian municipalities that you can action in your asset management journey. Discover tips on how to better engage employees from across your municipality, enhance staff’s asset management knowledge, and develop realistic objectives. Tuesday, February 26, 2019, 10:00am PST.
Vancouver Island Symposium on Water Stewardship in a Changing Climate: Join delegates from the east coast of Vancouver Island and beyond, and attend a ‘watershed moment’ in Parksville. Learn why and how local government partnerships with stewardship groups can be transformational and ‘make where we live better’ to respond better to a changing climate. A field day on April 2 is followed by a 2-day symposium on April 3-4.
State of the North: The second annual State of the North economic report has been released and offers insight into the current fiscal state of Northern B.C. and what is trending for the future.
Asset management resources: Are you interested in learning more about asset management practices and infrastructure planning? The FCM’s Municipal Asset Management Program’s Technical Working Group has curated a selection of asset management resources, including a Beginner’s Guide, from across the country.
Introduction to Reconciliation Webinar: This Reconciliation Canada webinar creates a safe place for participants to explore our shared Canadian history, examine the meaning of reconciliation, and their respective role to play. Join Charlene Seward in this recorded hour-long webinar and explore your values and beliefs as they relate to reconciliation.
Tell FCM how you are reducing GHGs in your community: Are you implementing policies and bylaws that are having a direct impact on your local greenhouse gas (GHG) emissions reduction efforts? Complete ICLEI Canada’s and FCM’s Partners for Climate Protection survey by February 15, 2019, to include your municipality’s achievements in our 2019 National Measures Report.
