Anishinabek EDUCATIONAL INSTITUTE – UPDATING AND DEVELOPMENT OF ANISHINABEK EDUCATIONAL INSTITUTE’S OPERATIONAL GUIDELINES
The purpose of this project is to update and develop the Anishinabek Educational Institute’s (AEI) Operational Guidelines that will lay out the specific policies and processes that will help guide the administrative and academic operations of the AEI. The development of the AEI Operational Guidelines will be based on current operational guidelines and postsecondary policies as well as consultation with AEI staff.
The Anishinabek Nation established the Union of Ontario Indians as its secretariat in 1949. The Anishinabek Nation is a political advocate for 40 member First Nation communities across Ontario, representing approximately 65,000 First Nation citizens. The Anishinabek Nation is one of Canada’s leading First Nation organizations and employs approximately 75 staff members.
The Anishinabek Nation was mandated by the Anishinabek Grand Council Chiefs-in-Assembly in 1995 to establish and carry out self-government negotiations with the Government of Canada in several areas including education and governance. The ANEA was ratified in December 2016.
The Anishinabek Nation was mandated by Anishinabek Grand Council Chiefs-in-Assembly in 1994 to establish the Educational Institute to deliver community based postsecondary programming in response to the First Nations educational needs at the community level.
SCOPE OF WORK
Working in consultation with the staff of the Anishinabek Educational Institute, the successful consultant will be supplied all available information and documents on the condition that all information and documents received will remain confidential, and is the property of the Anishinabek Nation/Anishinabek Educational Institute and must be returned upon completion of the project. The consultant will:
Review and analyze the existing version of the Anishinabek Educational Institute Operational Guidelines, Student Handbook, Tutoring Handbook, Student Appeal Policy, and any other relevant and related documents;
Research, review and analyze existing Minister’s Binding Policy on Postsecondary Education and any other relevant and related, provincial postsecondary policies that are currently in effect by the Ministry of Advanced Education and Skills Development;
Research, review and analyze current AEI partner polices and related communication and documentation;
Meet with applicable AEI staff to gather insight and documentation on current processes, roles and requirements;
Based on the research, review and analysis of 1 – 4 above, draft the revised Anishinabek Educational Institute Operational Guidelines, which will include policies and processes related to the postsecondary program administration and delivery, ensuring that Ministry of Advanced Education and Skills Develop and partner polices are met or exceeded according to AEI’s mission and mandate;
A draft version of the Operational Guidelines will be provided to the Site Coordinator for review and dissemination to AEI staff for review;
Participate in a meeting with AEI staff for input and possible revisions to the draft version of the Operational Guidelines;
Upon final review and approval of revisions and formatted final version will be submitted to the Site Coordinator along with all copies of any information, documents and correspondence provided as a result of the project.
Research, review and analyze Policy Pro Software Applications as related to the AEI Operational Guidelines and the Union of Ontario Indians Personnel & Finance Policies;
Research, review and analyze the World Indigenous Nations Higher Education Consortium (WINHEC) and the International Organization for Standardization’s ISO 9001 and ISO 21001, certification requirements in relation to the AEI Operational Guidelines;
Based on the research, review and analysis of 9 – 10 above, prepare a comprehensive transition plan for the Anishinabek Educational Institute to utilize and/or incorporate the newly updated AEI Operational Guidelines into certification recognition with WINHEC and ISO;
The Proposal should include the proposed cost to complete the project, including any travel related costs and any disbursements, and key personnel involved in the project as well as a projected time frame for completion;
Any additional costs may be negotiated prior to finalizing the contract.
Each consultant must submit an electronic copy in PDF format of their proposal that identifies their proposed methodology for completing the project, their relevant experience, and including three (3) professional references.
SUBMISSION PROCEDURE AND DEADLINE
Proposals must be received no later than May 18, 2018 by 4:00 p.m.
The Anishinabek Educational Institute Operational Guidelines must be fully completed and submitted by 4 p.m. on August 31, 2018.
