First Nations Regional Survey Management

  1. Request for Proposal (RFP)

The First Nations Information Governance Centre (FNIGC) invites you to respond to this Request for Proposal (RFP). The focus of the RFP is to select an organization or organizations to provide Ontario regional survey management to FNIGC over approximately two (2) years, beginning on {date to be determined based on award of contract} and ending no later than {date to be determined based on award of contract}. FNIGC will entertain proposals from organizations with a provincial or regional scope within Ontario (i.e., a pan-Ontario scope is not required). FNIGC is willing to explore multiple agreements to achieve coverage within Ontario.

 2. Introduction to FNIGC and FNLED

FNIGC is a non-profit, First Nations mandated organization that is a premiere source of information about First Nations communities in Canada. A federally incorporated non-profit organization operating with a special mandate from the Assembly of First Nations’ Chiefs in

Assembly (Resolution # 48/2009), FNIGC is committed to improving the health and well-being of First Nations people. FNIGC has a mandate to oversee data collection on First Nations reserve and Northern communities, research, knowledge dissemination and the promotion and advancement of the First Nations principles of OCAP®: Ownership, Control, Access and Possession on behalf of First Nations.

FNIGC is responsible for the management of national survey processes in collaboration with its regional member organizations following established protocols, policies and procedures within a holistic cultural framework. This work has been on-going within on-reserve and northern First Nation communities since 1997 (e.g., the First Nations Regional Health Survey (FNRHS / RHS) and the First Nations Regional Early Childhood, Education and Employment Survey (FNREEES / REEES)).

The First Nations Labour and Employment Development Survey (FNLED) is a new survey to learn more about employment and labour in First Nations communities across Canada. Although the project is National in scope, this RFP is intended to identify an organization(s) to provide survey management services within the province of Ontario only. This survey will have a thematic focus on employment, labour, jobs, skills and development involving First Nations youth (15-17 years) and adults (18 to 64 years of age). The information collected from the FNLED will help First Nations communities, organizations and all levels of government develop programs and policies that aim to improve the well-being of First Nations people living on reserve and in northern communities. The FNLED is a survey by First Nations people for First Nations people.

3. General Conditions and Information

Envelopes should be plainly marked: “FNIGC Survey Management”.

  1. Proposals will be opened after the deadline specified. Any bid may be withdrawn prior to the deadline. Bids received after the specified deadline will not be considered.
  2. Proposals must be firm for 45 days for FNIGC acceptance from the opening date.
  3. FNIGC reserves the right to accept or reject any or all proposals, waive all minor formalities, and to choose the proposal that best serves the interest of the FNIGC.
  4. Once RFP is awarded, proposed changes for the specified management of regional survey operations will NOT be allowed unless mutually express written consent has been provided by both FNIGC and proponent.

4. Overview of FNIGC Regional Survey Management

  1. FNIGC is responsible for the management of national survey processes in collaboration with its regional member organizations following established protocols, policies and procedures within a holistic cultural framework.
  2. FNIGC surveys are coordinated nationally and have been administered by 10 regional partner organizations through a regional contribution agreement.
  3. Working with a set methodology, FNIGC assists the regions to implement the survey including the coordination of questionnaire development, provision of training to regional staff, communications tools, equipment, etc.
