MATAWA HEALTH CO-OPERATIVE (MHC) Request for Proposals BUSINESS PLAN CONSULTANT
Matawa First Nations has established the Matawa Health Co-operative, the first of its kind in Canada. This provincially incorporated Co-op consists of nine (9) Matawa member First Nation communities – Webequie, Neskantaga, Nibinamik, Eabametoong, Marten Falls, Aroland, Ginoogaming, Long Lake # 58 and Constance Lake. Five of these communities are remote and isolated and only accessible by air or winter road. Four communities are road access.
The Matawa Health Co-operative was developed to provide collaborative and accountable health services to its member First Nations. As a co-operative, the members set the direction reflecting the unique nature of each First Nation. The Co-op is flexible and how services are implemented must reflect the priorities, capacity and diversity of each First Nation. Each First Nation is a member of the Co-op and each level of service is community directed by the members.
Indigenous Interprofessional Primary Care Team
Indigenous IPC Teams are community-driven organizations that include traditional healers, family physicians, nurse practitioners, nurses and a range of other interprofessional healthcare providers (IHPs) who are committed to working together collaboratively to provide comprehensive, accessible, coordinated and culturally safe primary care to Indigenous populations, including clients who do not currently have a family physician or primary care provider.
Through Indigenous IPC Teams, clients will have access to the provision of culturally safe health care services and programs as well as Indigenous traditional healers and medicine people. As a collaborative team practice, Indigenous IPC Teams will do their part to address inequity, emphasize mental wellness and addictions/harm reduction, improve management of chronic diseases and diabetes, and take into account social determinants of health when planning services and programs.
This approach allows traditional healers, physicians and IHPs to work as part of a team to provide Indigenous traditional health services and practice together in a positive working environment, sharing and benefiting from the complementary knowledge and skills of their colleagues.
SCOPE OF WORK
The Business Plan is the “vision” for the Indigenous Interprofessional and Primary Care Team (IIPPCT) and should set out a convincing case or rationale for the funding requested to support the programs and services identified by the MHC. The Business Plan must include timelines, milestones and rationales for implementing the supporting infrastructure and resources needed to operationalize Matawa Health Co-operative’s Indigenous IPC Team. This will include governance and accountability structure, traditional and Interprofessional Primary care services, human resources, etc.
The Business Plan that is a vision for the services and programs the Indigenous IPC Team plans to provide, including client targets and staffing levels. The Business Plan should include a projection of the timing and costs to accomplish this. It will include job descriptions, annual budget, capital needs, office space, and other needs identified by the Matawa Health Co-op Board.
The Business Consultant will work directly with a core team of health directors, including Matawa Heath Co-op Planner, Advisor to the Chiefs Council, Matawa Health Director who will provide support and direction to the Business Consultant;
The timeframe for this project is two months from the time of hire.
The successful candidate will:
Coordinate and facilitate a meeting with the Matawa Health Co-operative Directors during the month of March to work on the details of each deliverable and for input and direction into the process;
Report to a core team established by the MHC on a regular basis during the planning phase of the Project to ensure objectives are being met;
Review and research current documents under the Matawa Health Co-operative including the Ontario First Nations Health Action Plan under the Primary Health Care Branch that will assist in the development and implementation of the Business Plan and Operational Plan;
Engage with local stakeholders (MHC Board, Matawa Health Co-operative Planner, government partners and others as defined by the MHC Board);
Develop a workplan outlining the above deliverables and timelines;
