Global Health Unit (GHU) and Indigenous Populations Virtual Operations Team  (IP VOT)

Managerial Reporting line / Immediate supervisor: Mary Thompson, Senior Health Manager, Global Health Unit

Technical Health reporting line to Mary Thompson, Global Health Unit (GHU) , Senior Health Manager, Indigenous Response & Preparedness, Emergency Management (IP VOT responsibilities) and Dr. Ayham Alomari (Head of Epidemic and Pandemic Support, Health in Emergencies, GHU).

This position will support both the Indigenous Program Virtual Operations Team (IPVOT) and the Epidemics Prevention and Control (EPC) work carried out by the Canadian Red Cross’s (CRC’s) technical Global Health Unit across Canada.

Responsibilities – Primary

  1. Indigenous Programs Virtual Operations Team – Virtual Site Assessment Lead (70%)
  2. Support team coordinators to manage the IP VPT team and to monitor their tasks.
  3. Develop, monitor and evaluate an outreach strategy for the team, in coordination with the VOT leadership.
  4. Support the VOT’s work to carry out and analyse virtual site assessments with Indigenous planners planning to safely set up isolation/quarantine sites and/or safely reopen businesses/schools. These teams will be responsible for:
  5. Contact Indigenous planners who have been referred to the IP VOT to assess the need and plan for an initial virtual site assessment, or to carry out a site visit on an existing isolation or quarantine site to assess safety with regards to EPC.
  6. Carrying out the virtual site assessment using the CRC tool to identify cold, warm and hot zones, the staff needed, protocols needed, PPE needed and training needs.
  7. Sending a site assessment report to the Indigenous Planner and following up that report with a telephone call to ensure recommendations were understood and to determine next steps if any needed.
  8. Ongoing communication to troubleshoot problems/issues that may come up during the process of the site visits set-up, as well as availability for any problems that may arise during the existence of the VOT.
  9. Provide virtual training to Indigenous planners or their designate on: virtual EPC measures, Personal Protective Equipment (PPE) and EPC protocols for documenting and reporting breaches in EPC protocol. Provide virtual refresher briefings/trainings if needed.

Responsibilities – Additional

  1. Ensure the technical quality of the IP VOT Virtual Site Assessment teams.
  2. Ensuring correct documentation of all interactions with Indigenous planners for Virtual Assessment Visits.
  3. Support documentation of key lessons learned by CRC and sharing those lessons with CRC geographic leads, GHU and Indigenous leaders as requested.
  4. Collaboration with GHU’s technical team to determine opportunities for potential research on intervention.
  5. Coordination and other responsibilities with GHU (30%)
  6. Provide support to GHU’s ongoing development of its public health and clinical support.
  7. Provide review and support to different health in emergencies readiness and response guidance and tools to ensure the services are well adapted to indigenous populations needs and culture.
  8. Contribute to workforce planning assessments, look at the current operational issues, identify needs and gaps with a view to providing immediate functional solutions.
  9. Provide guidance and teaching to ensure the proper implementation of local/regional guidelines or ‘best practices’

Qualification and Skills

  • Health degree (bachelor or master) in at least one of the following areas: medicine, nursing, public health, paramedic or IPC is required. (the region or country of license is not an issue as there is not clinical role)
  • Substantial knowledge and experience living/working within Indigenous culture(s) + substantial knowledge and experience of public health and / or epidemic response
  • Experienced in clinical health, public health and/or epidemic pandemic
  • Experience in IPC / PPE training and supervision is an asset
  • Experience in managing teams in a collaborative way, assess skills and provide opportunities for growth.
  • Training skills and experience.
  • Able to coordinate with authorities and foster effective working relationships with health stakeholders at various levels.
  • Ability to adapt and respond to the unexpected and changing needs of a crisis and work quickly to propose/apply solutions to changing circumstances in a fast-paced environment.
  • Competent in communicative, analytic and organizational skills
