The Ontario Native Women’s Association (ONWA) is a not-for-profit organization that empowers and supports Indigenous women and their families in the province of Ontario. ONWA encourages the participation of Indigenous women in the development of Federal, Provincial, Municipal/Local government policies that impact their lives and ensure issues affecting Indigenous women and their families are heard at key government tables.

SCOPE:

The Crisis / Anti-Human Trafficking (A/HT) Branch Manager will be responsible for the overall management and operationalization of the Courage for Change Anti-Human Trafficking program.

This role requires professional knowledge and experience to lead an inter-disciplinary team to maintain, develop, and implement immediate access to human trafficking and crisis response service provision and street outreach. The Manager will have expertise in providing administrative, clinical, and supportive supervision. This role involves mentoring and training staff to contribute and participate in program development, case management, and program coordination based on current and future trends, gaps, and service needs. The Manager will guide the team to delivery, build knowledge, and participate in First Nation, Inuit, and Metis culture, methodology, and the understanding of Indigenous worldviews.

The Manager will maintain and further develop outreach, partnerships, and relationship building strategies within the greater GTA area and across the province to strengthen these working connections and community service needs. The Manager will have proficient skills in preparing, analyzing, and planning program budgets and forecasting, funding acquisitions, contribution agreements, risk mitigation, and the day-to-day program operations. The Manager will establish current and future priorities through program evaluation to ensure effective, efficient, and enhanced service provision.

QUALIFICATIONS:

  • A master’s degree is preferred, degree/diploma will be considered, related to Social Work, Indigenous Learning, Sociology, or equivalent discipline with a minimum of five (5) years’ experience in a management role.
  • Minimum 3 (three) years previous work experience in crisis response and/or directly working with Indigenous women and youth involved in human trafficking or crisis related interventions.
  • Demonstrated administrative work experience and management skills with the ability to manage staff in-person and virtually.
  • Strong expertise to guide and/or facilitate in-the-moment conflict resolution approaches.
  • Knowledge of Indigenous methodology and worldviews; use of wholistic social work practices, cultural interventions, and ceremony to support healing pathways.
  • Ability to guide staff to develop and participate in wellness and Traditional Healing approaches.
  • Awareness of recent, historical, and intergenerational trauma that Indigenous women, their families, and community have experienced, including the psychological, neurological, physiological, social, and spiritual impacts of trauma.
  • In-depth understanding of psychological, social, and cognitive development.
  • Understanding of the principles of culturally safe trauma-informed care and wise practices.
  • A strong understanding of an Indigenous gendered-based analysis using an integrated feminist, anti-racist, anti-oppression perspective.
  • Strong understanding to apply and mentor person and family-centered approaches.
  • Thorough knowledge of staff supervision practices to monitor and guide case management, brief therapy, counselling practices, and crisis interventions.
  • Demonstrated experience managing a variety of contribution agreements and strong proposal writing skills.
  • Experience with managing budgets, cash flows, projected expenses, and project financial management.
  • Willing to work on-call and/or flexible hours as needed to provide ongoing support and services to Branch staff.
  • Knowledge and working understanding of not-for profit organizations.
  • Demonstrated organizational, program development, time management, and presentation facilitation skills with the ability to follow through deadlines and assigned independent duties.
  • Thorough knowledge of other collateral service agencies with the proven ability to build and maintain strong and healthy relationships.
  • Excellent networking skills, and the ability to establish and maintain these connections and partnerships.
  • Excellent written and oral communications, active listening, and ability to effectively communication with staff and program scope of practice.
  • Excellent working knowledge of Microsoft Office, EMHware, and Teams/Zoom virtual platforms.
  • Knowledge of current priorities for Indigenous women, their families, and community.
  • Ability to travel.
  • Ability to speak an Indigenous language is considered an asset.
  • Current vulnerable sector criminal records check. Valid 1st Aid/CPR
  • Class “G” license, 2 million liability insurance, and access to a reliable vehicle.
  • A cellular phone and internet access is required for this position.
  • Must be willing and able to work a flexible working from home arrangement where required.  This may include a combination of virtual remote work in your home and office arrangements.  This will be based on operational needs and will be determined by the ONWA.
  • Must be dependable, able to follow instructions, respond to management direction and be able to improve performance through management feedback.
  • ONWA is committed on implementing measures to protect its community members, staff, and other stakeholders from COVID-19. As a result, ONWA has implemented a mandatory vaccination policy. Exemptions will be made for those with a valid medical exemption; proof of the exemption will be required

  2. Indigenous Gender-Based Analysis Informed – Understands to incorporate an intersectional approach to gender, race and discrimination and subsequent intergenerational impacts affecting Indigenous women and their families.
  3. Trauma-Based Practice Informed – Understands to incorporate a trauma-informed approach to recognize and respond to all forms of trauma and the necessity of supporting Indigenous women in a culture of tradition and safety in her healing journey.
  4. She is Wise Leadership Informed – Understands to incorporate the Four Agreements within daily responsibilities and combined with ONWA’s cultural teachings contribute to the empowerment and leadership of Indigenous women within their communities.

RESPONSIBILITES – SPECIFIC:

  1. To provide direct assistance to staff to increase capacity and competence in service delivery, program administration, reporting, including:
    1. To review monthly activity reporting – implement monitoring procedures
    2. To recruit, hire, mentor, and evaluate staff at Branch Site in accordance with the Policy and Procedures of the Ontario Native Women’s Association (ONWA).
  2. Responsible for supporting staff to provide service advice, direction and supervision as required for all programs.
  3. Complete and implement reporting templates, such as program statistics, data, and work plans.
  4. Provide regular supervision with Branch staff.
  5. Write proposals and annual program workplans and budgets to ensure continued funding source.
  6. Lead program planning meetings to oversee ongoing workshops and programs; evaluate and assign staff related tasks.
  7. Contribute and develop the site, staff, and programs to ensure consistency across all programs and services.
  8. Prepare and submit program funding reporting requirements.
  9. Expend, review, and analyze program budgets and financials based on contribution agreements.  Monitor cash flows and provide projected budgets.
  10. Contribute to ONWA’s Annual Report based on the program deliverables and narratives.
  11. Develop and implement new program initiatives that promote Indigenous culture and traditions.
  12. Implement ONWA initiatives with all programs across the province.
  13. Develop training plans and coordinate and manage front-line training and mentoring practices.
  14. Monitor employees for adherence to the ONWA policies and procedures (supervision, probationary and performance appraisals).
  15. Directly supervise and manage employees within the identified programs and Branch Site.
  16. Work directly with portfolio senior management to ensure office is functionable and operates to meet the needs of the staff and community.
  17. Ensure Branch Site is a safe space for Indigenous women, their families, and the community.
  18. All other duties assigned.

RESPONSIBILITIES – ADMINISTRATIVE:

  1. Complete monthly reports and submit to Director when required.
  2. Complete monthly and quarterly reports on or before the requested due date and submit to Director of Community Services in timely manner for review.
  3. Complete reports to funders as required.
  4. Complete and attend supervisions with Director of Community Services on a regular basis.
  5. Other reports or admin as assigned.

  1. Promote the program in a professional manner at all times within the community.
  2. To adhere to professionalism in representing the organization at all times and maintain good communications.

EXPECTED STANDARDS OF PERFORMANCE:

  1. Adhere to the Policies and Procedures as set by the ONWA.
  2. Representation on committees as required for the enhancement and benefits of ONWA’s programs.
  3. To network and promote ONWA and all ONWA related programs. Maintain good communication.
  4. Maintain professionalism at all times.
  5. The completion of functions outlined in program descriptions and the achievement of goals set to a high level.
  6. Attendance and conduct at work according to the requirements of the Association’s Personnel Policy.
  7. Adherence to the Code of Ethics, and positive relationship building.

The Crisis / Anti-Human Trafficking (A/HT) Branch Manager  will be directly accountable to the Director of Community Services the proper completion of the functions outlined in the job description.
