Reporting to the Senior Manager, Emergency Management for Atlantic, this position acts as the primary resource for DRR and Climate Change Adaptation (CCA) projects, project monitoring and reporting, and DRR/CCA volunteer development.  This role has a strong focus on activities that enhance community wellness, disaster resilience, and climate change adaptation efforts in Atlantic Canada.

Working in collaboration with communities, the ideal candidate for this position is a natural problem solver with excellent communication, networking, and inter-personal skills. This position will liaise, monitor, and assist community partners, including those in relationship with Indigenous communities, with DRR/CCA project development, community engagement, and act as a community liaison between the Canadian Red Cross DRR/CCA team and communities supported through DRR/CCA programming. The position contributes towards implementing Atlantic DRR/CCA initiatives following approved plans and strategies, utilizing a community-led development / resilience approach, reflecting our Fundamental Principles and commitments with the CRC Indigenous Peoples Framework, and will act as coordinator for a developing DRR/CCA volunteer program.

As a Coordinator, Disaster Risk Reduction you will:

Responsibility 1:  DRR/CCA Activities

  • Supports the development, planning, and implementation of Atlantic DRR/CCA program activities, including identification of supportive tools and materials, as well as oversight and coordination of volunteer engagement and program delivery.
  • Liaises with Indigenous/Non-Indigenous governance structures, community organizations/members, and other agencies to promote knowledge sharing and relationship building.
  • Coordinates meetings and activities with communities to identify, co-create, and support culturally inclusive DRR/CCA activities that are aligned to DRR/CCA service offerings.
  • Implements community resilience assessments in collaboration with participating communities, facilitates the development of a resilience plan and communicates assessment results.
  • In collaboration with Manager, Indigenous Community Engagement, supports the implementation of new and adapted resources/activities based on pilots in other geographies, evidence, and best-practice.
  • Promotes personal preparedness education within communities including workshops, learning sessions, activities, and events.

Responsibility 2:  Program administration and support

  • Coordinates and participates in meetings regarding service delivery, planning, quality assurance, monitoring, and reporting.
  • Supports internal and external monitoring and reporting obligations including file management, maintaining dashboards, compiling and analysis of program statistics and results.
  • Monitors project objectives, work plans and agreements to ensure compliance and alignment of progress, results, and reporting.
  • Develops and writes project or activity reports, facilitates review, development of decision papers, and continuing correspondence with communities.

Responsibility 3:  Community and volunteer engagement

  • Develops strong and effective trust-based working relationships with communities and governance structures .
  • Facilitates community relationships that recognize, respect, and align with commitments to the CRC’s Indigenous Peoples Framework, and Creating Safe Environments framework.
  • Develops volunteer teams to support DRR activity and programs.
  • Provides recruitment, retention, recognition, training, orientation and mentoring of volunteers, communities or organizations who support DRR activities.
  • Supports volunteer orientation by assisting with the development of volunteer training material, workshops, mentoring, coaching and providing introduction to community DRR activities.

What we are looking for:

  • An understanding and skillset gained from one of the following:
    • 3 years of related work or community experience
    • related university/college degree
    • unique combination of life, education, work, and community experience.
  • A strong understanding of Indigenous realties, experiences, successes, and challenges in the geography. Ideally, this will come from life experience as an Indigenous person and working closely with Indigenous peoples.
  • A good understanding of the volunteer engagement cycle. Understanding of the Canadian Red Cross and the role of community-based organizations in risk reduction, disaster response and long-term recovery, will be an asset.
  • Strong verbal and written communications skills in English are essential, French or Indigenous language proficiency is considered an asset.
  • A demonstrated experience in developing positive external relationships and working in collaboration with Indigenous communities and/or agencies to achieve shared goals is essential.
  • Proven relationship building skills to build bridges amongst Indigenous and non-Indigenous partners.
  • Strong understanding and proven experience in developing and retaining diverse volunteer teams.
  • A sound understanding and knowledge of Indigenous culture, traditions, beliefs and protocols of the region is required.
  • Experience in working with a diverse population is required.
  • Effective interpersonal skills including an ability to work and communicate effectively with cross-functional teams and to collaborate with colleagues remotely
  • Demonstrated experience in writing reports that are easily understood and include clear recommendations for action is critical.

Working conditions:

  • This position requires a satisfactory criminal record reference check.
  • Most of the work is performed in a home environment with travel to areas across Atlantic Canada.
  • Some work is performed in an environment which may have varying degrees of impact from disaster or emergency situations.
  • Occasional requirement to work overtime hours, often with short notice.
  • Work-related travel is a regular requirement of the job, including into remote communities during all seasons.
  • May be requested to work non-traditional hours, be on-call, and respond to emergency/disaster related requests.
  • Full vaccination against COVID-19 is mandatory for this position (the CRC will however adhere to its duty to accommodate those who are unable to be fully vaccinated for a reason related to a human right protected ground).
