Position Summary

Located in the Southern Interior of BC, the Interior Health West region, also known as the Thompson Cariboo Shuswap (TCS) is filled with spectacular beauty, agricultural abundance, and historic richness. This region serves a population of approximately 220,000 and is made up of amazing communities that include Kamloops, Williams Lake, 100 Mile House, Lillooet, and Merritt along with many others to choose from. This position may be located anywhere within this great TCS region.

About the role:

The Health Service Director, Laboratory Operations functions as a leader, mentor, and change agent, and is responsible for the planning, coordination, implementation, evaluation, monitoring, and strategic initiatives of Laboratory Services within the assigned health service area in accordance with IH Laboratory recognized standards, policies, and objectives. The Health Service Director consults with sites on the acquisition and management of human and physical resources, including hiring, performance management, disciplining, and termination of employees as appropriate and the development of appropriate policy and procedures, goals, objectives, and standards. The Health Service Director maintains a safe and effective service delivery in a cost effective manner and the constant improvement of efficiency and effectiveness of the service are elements of the role across their assigned area. In consultation with the IH Clinical Director of Laboratory Services, Program Director, Laboratory Services, other Health Services Directors, Laboratory Operations, and other stakeholders, this position leads laboratory strategic and tactical planning and provides recommendations, advice, and council to clinical and medical leaders regarding laboratory services.

TYPICAL DUTIES AND RESPONSIBILITIES:

  1. Manages laboratory services by planning, coordinating, monitoring, implementing, and evaluating all aspects of services based on the clinical and operational needs throughout the assigned area.
  2. Develops and implements goals, objectives, standards, policies, and procedures for laboratory services that support the assigned area’s short- and long-term strategic plans.
  3. Ensures safe, quality service is delivered and cost efficiency, consistency, and standardization are achieved.
  4. Provides direction for optimized services for the assigned area and ensures that laboratory services comply with current legislation, professional standards, and organizational policies.
  5. Keeps abreast of advances in technologies related to laboratory operations, evaluates, and makes recommendations as appropriate.
  6. Provides leadership for clinical practice by seeking out and identifying best practice in patient care and ensuring the appropriate structure, system processes, and culture are in place to facilitate ongoing development of a best practice model of care.
  7. Collaborates with medical and clinical staff in developing responsible, high quality diagnostic and patient care programs.
  8. Manages assigned area laboratory staff in performing duties such as recruiting, hiring, disciplining, and termination as required. Provides mentoring and coaching to Laboratory Practice Leaders as required. Completes performance evaluations and prepares staff development and training plans.
  9. Participates in labour relations activities as required. Interprets collective agreements and legislation in consultation with Human Resources.
  10. Plans, organizes, and monitors the workload of the Laboratory Service in the assigned area to ensure efficient patient care. Advises on the allocation of resources and service modalities.
  11. Manages financial resources by preparing the budget for approval, monitoring the budget, identifying variances, and taking corrective action required in order to maintain fiscal responsibility and accountability.
  12. Promotes and supports a Total Quality System for Laboratory Services.
  13. Promotes and participates in quality improvement initiatives, risk management, and occupational health and safety programs for laboratory services.
  14. Plans and implements new programs and improvements to existing programs on an IH-wide basis to ensure the delivery of the highest quality of service possible within existing resources.
  15. Develops and submits ongoing capital expenditure plans on an IH-wide basis to ensure the service is supported by appropriate technology.
  16. Initiates and coordinates the compilation of service statistics. Submits statistics as required.
  17. Performs a minimum of one visit to each assigned laboratory site annually.
  18. Represents the department on multidisciplinary committees and at external events such as conferences and IH planning groups.
  19. Coordinates risk management activities within the assigned area ensuring programs are in place to monitor the quality of service, identify potential areas of risk, and take corrective action.
  20. Performs other related duties as assigned.

Qualifications

  • Graduation from an approved training program for Medical Laboratory Technologists.
  • Post-graduate training in business, leadership, or health administration. A Master’s degree in Health Services Management, Leadership, or another related field is preferred.
  • A minimum of seven to ten years of clinical experience working in laboratories, with at least five years of supervisory and management experience.
  • Current registration with the Canadian Society of Medical Laboratory Science (CSMLS).

  • A valid BC Driver’s License and the ability to travel.
