The Opportunity
Reporting to the Program Administrator, the Infrastructure Advisor role is a unique opportunity to positively impact First Nations members and communities of Naut’sa mawt Tribal Council (NmTC). The incumbent will be responsible for advising and supporting the NmTC Technical Services Unit Advisory Program and its 11 member First Nations regarding effective infrastructure planning and management including oversight, advice, support and assistance with infrastructure planning, infrastructure asset management, infrastructure project management and collaborative process and skills development. This role requires a people-centric professional with a problem-solving spirit and a strong knowledge of housing and infrastructure issues faced by First Nations communities.

The primary contributions from this role will be to:

  • Deliver support and assistance with infrastructure planning including infrastructure systems master planning and ensuring infrastructure requirements and issues are adequately addressed during development or updating of Comprehensive Community Plans (CCPs)
  • Provide support and assistance on infrastructure asset management, including developing and maintaining effective asset inventories, maintenance management planning, condition and capacity analysis, risk assessment, capital planning and reporting and other support activities
  • Provide support, assistance and oversight of infrastructure project management, including procuring and overseeing technical services (staff, consultants, and contractors), construction management, communications, consultations and reporting
  • Assist in providing financial management oversight where required
  • Develop and maintain ongoing collaborative relationships with member Nations
  • Facilitate working groups to address common issues identified by member Nations
  • Develop flexible for common planning and policy tools, frameworks and practices
  • Participate in external committees and working groups as directed

Qualifications and Experience

  • Civil Engineering Degree or Diploma, or a related degree/diploma
  • Project Management Professional (PMP) certification is an asset
  • Minimum 5 years experience working in planning, designing, building, operating and/or maintaining public works infrastructures
  • Minimum 2 years recent experience working within a First Nations environment
  • Financial management experience, including activity-based accounting, Tangible Capital Asset reporting, financial monitoring and reporting, cost management, revenue generation and rate setting and advance proficiency with MS Excel are a strong asset
  • Superior organizational skills and extremely detail-oriented
  • Familiar and proficient in the use of MS Word and Excel
  • Experience managing public infrastructure construction projects, particularly in First Nations communities
  • Experience working with Indigenous Services Canada infrastructure programs including ACRS, CAIS and FNIIP
  • Experience working with Asset Management Software
  • Experience working with GIS software is an asset
  • Experience negotiating Municipal Type Service Agreements is an asset
  • Strong writing, communication and document management skills.
  • Able to provide clear, concise, accurate and accessible information in a variety of mediums
  • Ability to develop trustworthy and lasting relationship across communities and organizations
  • Self-starter with a demonstrated ability to autonomously manage schedules and workloads
  • Clean criminal record check
  • Valid Class 5 driver’s license and reliable vehicle is required to travel to First Nation communities
