About the Role:

The Manager, Performance Monitoring and Analytics is accountable for the development, recommendation, and implementation of innovative performance monitoring products including interactive dashboards and scorecards designed to support Interior Health’s leadership including the Senior Executive and IH Board of Directors.

The Manager provides information require to monitor IH-wide health system performance mandates. This includes mandated Ministry of Health reporting and internal performance monitoring reporting.

This position promotes the identification and development of key performance measures including Ministry mandated reporting elements and resource utilization that will display on user interfaces to inform Health System Planning, decision making and Health System Performance monitoring.

The Manager is responsible for project coordination and makes recommendations in data analysis, interpretation of data sources and key performance measures in response to strategic and corporate services, senior executive, and program level requests for information and analysis.

This position also provides leadership in principles for data visualization standards to the organization and serve as a leader in data visualization techniques, dashboard design, and information delivery best practices.

Some Key Duties may include:

  • Leads strategic and operational performance dashboards and scorecards for the IH Board of Directors, the Senior Executive Team, senior leaders, health service administrators, operational managers to support planning, service delivery, quality and efficiency improvement strategies, and overall health system performance monitoring. This includes indicator development, data extraction, organizing and cleaning prototyping, layout designing, developing and implementing data visualizations, and collaborating with stakeholders and business intelligence. A key component of this responsibility ensuring that human factors are purposefully designed and implemented in all performance monitoring products.
  • Provide guidance in the identification and development of key performance measures including Ministry mandated reporting elements and resource utilization that will display on user interfaces to inform Health System Planning, decision making and Health System Performance monitoring.
  • Provides leadership project coordination and makes recommendations in data analysis, interpretation of data sources and key performance measures in response to strategic and corporate services, senior executive, and program level requests for information and analysis. This work may include data linkage, descriptive information, mapping, statistical analyses, and application of statistical methods.
  • Manages scarce resources with respect to supporting IH and Strategic Information objectives through the acquisition, development, motivation and retention of staff. Plans department organization structure including staffing requirements. Leads designated analysts. Responsible for the selection, evaluation, development, discipline and if necessary, termination of staff. Monitors and work with assigned budget. Provides training, direction and coaching to meet organizational needs and priorities. Monitors sick time and overtime and takes corrective action as required.
  • Provides leadership to establish strong working relationship with program managers, health service administrators, directors, senior executive, business support, and others who require information for planning, managing, and evaluating services. Maintain external liaison with peers in BC Authorities and outside the Province. Participate with peers in groups (Ministry Committee, CIHI, etc.).
  • Leads initiatives for the enhancement and automation of data collection and reporting to ensure standardization and accuracy. Ensures the validation of key performance measures with the various standards and reporting requirements, and comparability across reporting including Health System Planning, Ministry of Health, and IH service delivery reports.
  • Leads and identifies opportunities for data visualization standards to the organization. This includes providing suggestions and advice on important data development and future projects/analysis.
  • Performs other duties as assigned.

Qualifications

  • A master’s degree in Heath Care Administration, Information Management, Business Intelligence & Computer Science and/or an equivalent combination of education and experience.
  • Seven years of recent, related leadership and management experience, working within a complex environment, and experience in Project Leadership and/or PMP certification.
  • Experience working in a complex computerized environment.
  • Experience with data management, linkage, analysis, interpretation, and performance reporting.

  • Ability to understand and interpret data trends and findings, and translate these findings into relevant and interactive visualizations to support the development of information and knowledge.
  • Communicate effectively, including the ability to make presentations to IH groups and outside partners.
  • Ability to develop partnerships and effective working relationships with key participants across a range of stakeholders.
  • Strong organizational and strategic planning skills to support accomplishing IH goals and objectives.
  • Physical ability to perform the duties of the position.
