We are seeking an PMO Analyst to join the PMO and be part of the team transforming our organization. The Program Management Office (PMO) is responsible for governance and execution of project delivery within Express Scripts Canada.  The PMO is the source of documentation, process and metric for product and portfolio delivery and health.

Reporting to the Senior Manager, Scrum Master, the PMO Project Analyst will work closely with ESC Scrum Masters, Program Managers and Delivery Team Managers, to enable successful delivery of projects.

The PMO Project Analyst:

  • Delivers specific delegated tasks assigned by a supervisor in the PMO.
  • Assesses, plans, monitors, evaluates and reports on project plans.
  • Participates in and/or facilitates the design, development, and implementation of new operational controls, performance metrics, information management systems, and automated processes.
  • Leads a small time-limited project or components of a larger project and directs one or more delivery teams involved in the evaluation of systems requirements and/or the development of new procedures/processes/policy solutions to address complex business needs.
  • Compiles and analyzes results for identification of improvement opportunities.
  • Analyzes possible solutions using standard procedures.
  • Develops, produces, gathers and improves executive and line of business scorecards as needed.
  • Provides analysis & measurement support (i.e. development, reporting, validation and improvement).
  • Possesses a thorough knowledge of the interdependencies among business improvement teams and matrix partners; negotiates change through matrix partners; and serves as a technical, procedural, or workflow resource for improvement teams, matrix partners and management.
  • Completes day-to-day PMO tasks without immediate supervision, but has ready access to advice from more experienced team members.
  • Tasks involve a degree of forward planning and anticipation of needs/issues.
  • Resolves non-routine issues escalated from more junior team members.

Essential Functions

  • Support portfolio communication requirements by creating, managing and distributing weekly material and by following up on action items
  • Responsible for portfolio organizational change management process and artifacts
  • Assist in the development and maintenance of PMO documentation and process to support an agile culture
  • Drives adoption and continuous inspection and adaptation of PMO best practices.
  • Responsible to collect portfolio health tracking through collaboration with Scrum Masters, Delivery Managers & Program Managers.
  • In collaboration with JIRA Engineers, maintain and develop new team and portfolio health metrics
  • Assist the PMO Team and PMO Resource Managers with the use of processes and templates.
  • Maintain collaborative relations with Finance and all members of the PMO team, including all stakeholders, to support the successful delivery of business outcomes.
  • Work with Program Managers to track, update, and report on cross portfolio issues and risks
  • Associate Scrum master for small teams, initially the agile transformation team
  • Facilitation of the team’s work
  • Assists with conflict resolution
  • Facilitate daily stand-up meetings, backlog refinement, sprint planning, sprint demo and retrospective meetings, and other activities as needed
  • Encourage team accountability
  • Recognize and raise impediments
  • Learn and teach the value around metrics that help teams grow and course correct – Cycle time, story size, velocity, etc.

Qualification

Formal qualification and/or Training:

Post-secondary degree in Business Administration, Project Management or Engineering

Years of Experience:

  • Minimum of 3 years’ experience working on projects as a Project Coordinator supporting a Project Manager and/or Program Manager, facilitating all aspects of project planning and execution
  • 1 year of experience participating as a Scrum Master on a team using Scrum practices to deliver business outcomes
  • 3 years working in a project/program delivery team
  • Exposure to Scrum, Kanban and other Agile frameworks

Licensures/ Certifications:

CSM or PSM or CAPM certified

Computer or Other Skills:

MS Office, Jira, Confluence, SharePoint, Teams, Webex
