The CAMH Enterprise Project Management Office (EPMO) is currently seeking a Project Manager for a full-time permanent position. The Project Manager (PM) will report directly to the Director, EPMO and have a dotted line reporting relationship to the Senior Manager of Strategic Initiatives, Shkaabe Makwa for project deliverables. The Project Manager will primarily work on a matrix of Shkaabe Makwa internal and external strategic initiatives including the implementation of the Truth and Reconciliation Action Plan, the events of the Reconciliation Working Group, the 5 Sub-Committees of the Reconciliation Working Group, the Indigenous Health Action Network (IHAN) of TAHSN and its data committee, cultural safety and training committee, the incident reporting committee, the Anti-Racism Implementation Committee of Toronto Region Ontario Health, CAMH Facilities planning committees and other projects as assigned.
Shkaabe Makwa is a Centre for First Nations, Inuit and Métis (FNIM) Wellness at CAMH that supports culturally relevant systems initiatives to achieve health equity and community wellness in collaboration with First Nations, Inuit and Métis communities and service providers across Ontario. Through the implementation of wise practices, evidence-based models, trauma-informed interventions, and the advancement of research, Shkaabe Makwa strives to transform health outcomes which harmonize traditional knowledge and medical expertise.
The incumbent will be responsible for hands-on leadership as well as execution of work in order to achieve goals and objectives relating to the assigned project(s). This may involve direct and/or indirect supervision of staff delivering on project tasks (task assignment, coaching, mentoring, performance management) and budget management to ensure projects are within scope, on budget and on schedule.
The Project Manager will be responsible for working with multiple clinical, administrative, and executive stakeholders both internal and external to CAMH. The Project Manager will develop work plans, accountabilities, timelines, requirements, communication plans, change management plans, training plans, etc. for the assigned project(s) with key stakeholders and ensure these deliverables are developed and executed in a manner which supports agreed upon timelines and objectives. The Project Manager will be responsible for monitoring and reporting on all aspects of the project(s) in accordance with EPMO processes. This position may also include project administrative tasks.

Currently we are predominantly working remotely; however, this position may require some on-site work in the future. On-site work would primarily be at the CAMH Queen Street site, but may occasionally require travel to other CAMH sites and/or partnering agencies.
- Hands on work across: initiation, planning, execution, monitoring and close of all of project related activities
- Managing stakeholders to ensure that there is agreement to scope, approach, deliverables and budget to achieve overall success of the project
- Management of assigned project resources – setting of context, task assignment, setting performance targets and managing performance
- Utilizing the CAMH project management methodology to drive project standards, identifying risk and issues, adhering to a formal change process and executing activities that achieve the deliverables as stated in the project charters and scope statements
- Providing leadership to and facilitate meaningful engagement of all stakeholders, including early identification and management of conflicting priorities
- Building effective and collaborative relationships with various project teams, portfolios, and leadership teams within and external to CAMH;
- Resource management for assigned project management resources;
- Budget development and tracking for project and operational work
Primary Duties and Responsibilities:
NOTE: The Project Manager will be the key point person for the project and be responsible for hands on development of project deliverables.
- Working closely with the Senior Manager Strategic Initiatives to develop the project approach/strategy and plans to implement the CAMH Truth & Reconciliation Action Plan, the activities of the Reconciliation Working Group and the internal and external initiatives of Strategic Initiatives portfolio of Shkaabe Makwa
- Building project plans for the Indigenous Health Action Network to work on data sovereignty, data governance, culturally safe, anti-Indigenous racism and reconciliation training, and the development of an Ombudsman’s Office for Racism in Health Care
- Participating in the anti-racism meetings of the Implementation Committee of Ontario Health
- Identifying project objectives, milestones, and deliverables and working with the relevant project teams to successfully achieve goals
- Establishing priorities, coordinating and supporting project teams members in their roles;
- Identifying risks and mitigation strategies; designing alternative strategies to achieve the goals when required
- Collaborate with diverse teams in strategic planning processes
- Manage budgets as required; manage task assignment to determine scope, budget and deadlines
- Build key relationships with project teams across CAMH and with project teams of partners from First Nations, Inuit and Métis organizations
- Develop project data charts and info graphics, undertake literature reviews, environmental scans
- Identifying project issues and working with the team to resolve the issues
- Project reporting both internally and to external project funders
- Facilitating inter-professional working group sessions and/or steering committees
- Reviewing processes to ensure that internal controls are appropriate;
- Developing and delivering project presentations for various stakeholders both internal and external, including executive audiences
- Conducting benefits realization/evaluation activities
- Engaging diverse partners from First Nations, Inuit and Métis provincial and national organizations, various leaders in municipal, provincial and federal governments, TAHSN hospital leadership, University leaders, Indigenous Health Action Network, Ontario Health and health leaders throughout Ontario
- Synthesizing literature and writing reports including business cases and briefing notes
- Developing and implementing the communication plan with input from key stakeholders;
- Co-ordination and collaboration with other CAMH project teams as necessary
- Directly and/or indirectly supervising project team members
- As a senior leader in the organization providing coaching and mentoring and performance feedback as necessary to project team members and others as identified
- Managing project and operational budgets.
- First Nations, Inuit or Métis incumbent is preferred
- University degree in Indigenous health care, social services, public health, health administration, education or another relevant field
- Graduate degree in abovementioned field preferred
- Minimum 5 years demonstrated progressive and relevant experience in project management with increasing complexity and scope
- PMP is an asset
- Knowledge of Indigenous cultural protocols for effective engagement with First Nations, Inuit, Métis partners, organizations
- Knowledge of First Nations, Inuit and Métis history of colonization and its effects on the health of Indigenous peoples today
- Knowledge of First Nations, Inuit, Métis rights, UNDRIP, TRC Calls to Action, Treaties and Pre-Colonial treaties
- Experience working in a mental health and addiction health care environment is an asset
- Knowledge of the mental health and addictions sector and services for First Nations, Inuit and Métis
- Excellent knowledge of cultural safety, anti-Indigenous racism in health care and reconciliation in health care
- Experience working on healthcare projects in a clinical setting
- Experience working on software implementations
- Excellent organization, planning and time management skills
- Procurement experience is an asset
- Excellent interpersonal skills
- Experience working with diverse clients and stakeholders
- Change management skills and experience
- Ability to design and deliver presentations, reports, and data charts
- Ability to conduct meetings, virtually and in-person
- Collaborate on teams to produce curriculum and training materials

- Proficiency in Microsoft Office including Word, Excel, and PowerPoint
- Excellent verbal and written communication skills in English
- Creative ability to find the best approach or solution to highly diverse challenges
- Strong analytical, organizational, conceptual, problem solving and decision-making skills
- Ability to lead projects with confidence and skill
- Demonstrated flexibility to adapt and manage changing priorities
- Proficiency in Microsoft Office including Word, Excel, and PowerPoint
- Clinical experience in a mental health or addiction setting is an asset
- Bilingualism (French/English) and/or proficiency in a second language or First Nations, Inuit or Métis language would be an asset.
