Alberta Judicial Appointments Announced

OTTAWA, December 11, 2009 – The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointments:The Honourable John T. McCarthy, a Judge of the Provincial Court of Alberta, is appointed Judge of the Court of Queen’s Bench of Alberta in Calgary to replace Mr. Justice J.D. McDonald, who was appointed to the Court of Appeal of Alberta on May 20, 2009.

Mr. Justice McCarthy completed a Bachelor of Arts (BA Honours) in 1971 and Bachelor of Laws (LLB) in 1974 at the University of Ottawa. He was called to the Alberta Bar in 1976. Mr. Justice McCarthy was an associate at Mason & Company, now Miles Davidson LLP, from 1976 to 1979, and was partner from 1979 to 2003. He was a Tribunal and Board Member of the Alberta Securities Commission from 2001 to 2003. He was appointed Queen’s Counsel in 1991 and appointed judge of the Provincial Court of Alberta in 2003. Mr. Justice McCarthy was a member of the Executive of the Provincial Court Judges Association, the Calgary Bar Association, the Canadian Bar Association, the Law Society of Upper Canada and the Law Society of Alberta. He has been a frequent guest lecturer on various legal topics.

The Honourable William A. Tilleman, a lawyer with William A. Tilleman Professional Corporation, is appointed Judge of the Court of Queen’s Bench of Alberta in Calgary to replace Mr. Justice J.D. Rooke, who was appointed Associate Chief Justice in Edmonton on October 22, 2009.

Mr. Justice Tilleman received a Bachelor of Commerce (BComm) from the University of Calgary in 1980, Bachelor of Laws (LLB) from the University of Alberta in 1984, a Juris Doctor (JD) from Brigham Young University in 1986, a Masters of Laws (LLM) in 1989 and a Doctor of Juridical Science (JSD) in 1996, from Columbia University. He was called to the Utah Bar in 1988, the Alberta Bar in 1989, the Northwest Territories Bar in 1996 and the Nunavut Bar in 1999.

Mr. Justice Tilleman articled at the Alberta Court of Queen’s Bench and Court of Appeal in 1986 and Gowlings in 1987. He then worked with various governments, including the Government of Canada, Northwest Territories and Alberta. He was a lawyer with Miller Thompson (formerly Cook Duke Cox) from 1989 to 1993. He was legal counsel to the Nunavut Planning Commission from 1986 to 1987, the Nunavut Impact Review Board since 1995, the Nunavut Water Board since 1987, the Alberta Society of Professional Biologists from 1992 to 1994, the Alberta Environmental Appeal Board from 1993 to 2005 and the MacKenzie Environmental Impact Review Board in 2003. He was appointed Advisor to the Office of the Auditor General from 2004 to 2005. He was Chairman of the Alberta Persons with Developmental Disabilities Panel from 2006 to 2007, Chairman of the Alberta Environmental Appeal Board from 2006 to 2007 and finally, Chairman of the Alberta Energy and Utilities Board from 2007 to 2008. Since then he has been a principal with William A. Tilleman Professional Corporation in Calgary.

Mr. Justice Tilleman was also a member of the Senate, Dean’s Community Council and Board of Governors of University of Calgary and past-member of the Council of Canadian Administrative Tribunals.

These appointments are effective immediately.
