A notice of application for Teck Resources Limited’s (Teck’s) Frontier Project was issued by the Alberta Energy Regulator (AER) on March 5, 2012. Since that time, the AER has assumed responsibility for the Environmental Protection and Enhancement Act and Water Act applications related to the project. The project is also subject to review under the Canadian Environmental Assessment Act, 2012, and the federal minister of the environment has referred the project to a review panel for assessment. The requirements of the two parties are being coordinated to the greatest extent possible.
This notice serves to
advise the public that Teck has submitted substantive application updates, which are available for viewing;
advise that the Canadian Environmental Assessment Agency (the Agency) has invited public comment on the project update and information request response submitted by Teck; and
advise that opportunities for the public to make submissions to the AER on the project will be provided in connection with an anticipated public hearing of the project applications.
Description of the Applications
Teck has applied to construct, operate, and reclaim a new oil sands mine and processing plant that would be located about 100 kilometres north of Fort McMurray, Alberta. The development area would be located in Townships 99, 100, 101, and 102, Ranges 9, 10, and 11, West of the 4th Meridian. The project would include mine pits and associated earth structures, ore preparation plants, bitumen extraction plants, a bitumen froth treatment plant, tailings preparation and management facilities, cogeneration and heat integration facilities, steam and hot water generation facilities, support utilities, off-sites and infrastructure, and environmental management facilities.
The project would have a disturbance area of 29 217 hectares, resulting from two development phases. Startup of phase 1 would occur in 2026 and both phases would be operational by 2037, producing about 41 300 cubic metres of partially deasphalted bitumen per calendar day. The project would operate for 41 years.

Jurisdiction
Submissions relating exclusively to compensation for land use are not dealt with by the AER and should be referred to the Alberta Surface Rights Board.
Under section 21 of the Responsible Energy Development Act, the AER does not have the jurisdiction to assess the adequacy of Crown consultation associated with the rights of aboriginal peoples as recognized and affirmed under the Constitution Act, 1982.
