BCUC Authorizes Bill Credit for Electricity Customers

VANCOUVER – Today, the British Columbia Utilities Commission (BCUC) issued Order-341-22, approving a one-time bill credit for eligible electricity customers in British Columbia (BC), as directed by the BC government.

On November 18, 2022, the BC government issued Order in Council (OIC) 571/2022, directing the BCUC to approve, within 10 days, a bill credit for residential and commercial electricity customers in the province. The BCUC did not conduct a regulatory review of items within OIC 571. Rather, the BCUC must follow government directives when regulating and setting utility rates using the factors, criteria and guidelines that are provided.

As per OIC 571, eligible residential customers will each receive a credit of $100 on their accounts, and eligible commercial customers will be credited an amount based on their electricity consumption from the previous year.

Eligible customers are those with active utility accounts who were receiving electricity service on October 1, 2022, this includes BC Hydro, FortisBC and municipal utility customers.

In addition to the bill credit, per OIC 571, the BCUC also authorized a transfer of $6 million to the Customer Crisis Fund.

The BCUC is an independent regulatory body, responsible for regulating BC’s energy utilities, as well as its compulsory automobile insurance rates, and intra-provincial pipeline rates. The BCUC is also responsible for administering BC’s Fuel Price Transparency Act. It is the BCUC’s role to balance the interests of customers with the interests of the businesses it regulates. The BCUC carries out fair and transparent reviews of matters within its jurisdiction and considers public input where public interest is impacted.
