The widening work includes rock cuts and constructing highway retaining walls hard up against the river, along with cantilevered extensions that hang over the waterway.

Tsartlip First Nation elder Carl Olsen pulled a small, worn letter from his pocket Wednesday on the lawn of the legislature and read it aloud.

It was from a student at a North Saanich elementary school. It said: “Kill the stream, you kill the salmon. Then you kill the orcas.”

For the 77-year-old, it’s a reminder of why he has stood on the shoulder of the Malahat once a week for the past two years and 10 months — through rain and snow — protesting the province’s plan to realign the highway through Goldstream Provincial Park.
