NEB Announces Public Hearing for Enbridge Line 10 Westover Segment Replacement

February 17, 2016 – Calgary, Alberta – National Energy Board

The National Energy Board (NEB) will hold a public hearing to consider the application from Enbridge to replace 32 kilometres (km) of existing 12 inch-diameter Line 10 pipe with 35 km of new 20 inch-diameter pipe in southern Ontario. It would connect Enbridge’s Westover Terminal to its Nanticoke Junction Facility in the City of Hamilton. The Project includes three new sections for proposed reroutes from the existing right-of-way totaling approximately 11 km.

The NEB is committed to continual improvement of its hearing process. The Hearing Panel has designed this process to provide opportunities for participants to share their views about the project. It includes clarification about who will have standing and provides opportunities to participate orally. It also provides increased detail in its List of Issues to help participants understand some of the key topics to be examined.

Public participation is a fundamental part of the NEB review process. The Hearing Panel must hear from participants who are directly affected, and may choose to hear from those with relevant information or expertise. The Hearing Panel has pre-approved certain persons and groups as participants in the hearing process. This includes Indigenous groups whose Traditional Territory is affected, to municipalities, and landowners or occupants whose land is crossed by the project.

Those who wish to participate, as an Intervenor or Commenter, must submit an Application to Participate form between 22 February and 14 March 2016. Participants may provide their views in writing, orally, or both. Those who have been pre-approved as participants only need to register their participation by this date.
