What We Heard report released on the LGBTQ2S+ Inclusion Action Plan

The Government of Yukon has released a What We Heard report on the LGBTQ2S+ Inclusion Action Plan. The LGBTQ2S+ Inclusion Action Plan (2021-26) provides a way forward to end discrimination and make Yukon government programs and services more inclusive of the 2SLGBTQIA+ community.

The report presents insights from a targeted online survey conducted in fall 2023, which gathered feedback from 2SLGBTQIA+ Yukoners and self-identified allies on the government’s progress in implementing its five-year LGBTQ2S+ Inclusion Action Plan (2021–2026) and on how to guide the plan’s next steps.

While the What We Heard report shows there is more work for the Government of Yukon to do on 2SLGBTQIA+ inclusion, it also shows that many survey participants feel the government is moving in the right direction. Findings include:

  • The majority of 2SLGBTQIA+ survey participants felt four key government initiatives have been beneficial: the banning of conversion therapy; the expansion and coverage of gender-affirming care; the opening of the Whitehorse Pride Centre; and the creation of gender-inclusive washrooms.
  • 72 per cent of 2SLGBTQIA+ participants felt they could recommend the Yukon as a safe and inclusive travel destination for 2SLGBTQIA+ people.
  • 53 per cent of 2SLGBTQIA+ participants who identified as students, parents or guardians, educators or administrators agreed that Yukon schools adequately support 2SLGBTQIA+ students, while 22 per cent did not.
  • 67 per cent of 2SLGBTQIA+ participants felt that the Yukon is a safe place for 2SLGBTQIA+ people to live.

The Government of Yukon will use the report to inform its work on the LGBTQ2S+ Inclusion Action Plan going forward. It will continue this work in partnership with Queer Yukon and the Yukon’s 2SLGBTQIA+ community.

At a time when we are seeing a deeply concerning rise in transphobic and homophobic rhetoric and discriminatory policies in democracies around the world, our government remains committed to supporting the rights of 2SLGBTQIA+ Yukoners. We are also focused on ensuring that our government’s programs and services are inclusive and affirming. We are grateful to the many 2SLGBTQIA+ Yukoners and allies who participated in the survey and shared their opinions and ideas with us. We look forward to working together to apply what we have learned and use this valuable information to guide our ongoing implementation of the LGBTQ2S+ Inclusion Action Plan.

  • The Government of Yukon released the five-year LGBTQ2S+ Inclusion Action Plan in July 2021. The plan was developed after a broad public engagement and collaboration with Queer Yukon and All Genders Yukon.
  • The survey took place from September 14, 2023, to October 27, 2023.
  • The plan includes more than 100 actions across nine different government departments.
  • As of April 2025, the government has completed 21 actions, while 34 are in process and 32 are in continuing/ongoing process.
  • The Government of Yukon now uses the acronym 2SLGBTQIA+ (Two-Spirit, lesbian, gay, bisexual, transgender, queer/questioning, intersex, asexual and others). When referring to the LGBTQ2S+ Inclusion Action plan, LGBTQ2S+ will still be used for the time being.
